Principal AccountabilitiesResponsible for daily financial operations transactions, including accounts payable, accounts receivable, and general ledger entries specific to the organization's operations.Liaison for all financial reporting requirements and compliance of PSC terms with Partners/Government.Prepare and analyze financial statements and reporting requirements both internally and externally to authorities, work programme and budget, corporate budgets, and forecasts for the organization, providing regular reports to the Country Manager and the engaging entity.Preparation of statutory accounts and all other statutory reporting in accordance with local Brunei financial regulations, tax laws, international accounting standards (IFRS), and corporate accounting policies.Responsible for accurate recording of all expenses incurred (VOWD) on a timely basis and ensuring proper documentation for billing to the engaging entity, including monitoring and reconciliation of inter-company transactions.Responsible for Budget Monitoring & Variance Analysis:Work directly with operational leads to monitor departmental budgets and explain variances.Proactively identify cost control initiatives.Ensure close monitoring of costs related to the execution of annual work programmes and budget activities, with timely reporting to Group.Ensure appropriateness and maintenance of all General Ledgers for corporate entities.Ensure financial reporting controls and accounting processes comply with Group policies and statutory legislation.Manage all tax matters and tax filings, ensuring compliance with local statutory requirements, including:Collection and remittance of local sales or service taxes (where applicable).Compliance with withholding tax regulations.Provide Business Development (BD) and Mergers & Acquisitions (M&A) financial support.Support internal and external audits related to the organization's financial activities.Conduct financial reporting risk assessments and establish key financial controls and control frameworks.Implement and maintain robust internal financial controls to safeguard assets and ensure data integrity.Review financial aspects of operational contracts to ensure compliance with budget and financial policies.Provide financial analysis and recommendations to support strategic decision-making.Collaborate closely with finance departments across multiple locations and stakeholders.Maintain a safe working environment and promote compliance with HSE&A policies.SkillsAbility to perform a pivotal role within the Finance team.Results-oriented with a strong commitment to delivery.Strong analytical, problem-solving, and decision-making skills.Excellent communication and interpersonal skills with the ability to liaise effectively with operational and financial teams.Proficiency in accounting software such as Maximo and Sun Systems.Advanced Microsoft Excel skills.Desired QualitiesExceptional analytical and critical thinking abilities.High level of integrity, ethical conduct, and discretion in handling sensitive financial information.Proactive approach to identifying financial risks and opportunities.Strong solution-oriented problem-solving capabilities.Ability to work independently and collaboratively within a matrix organization.Detail-oriented with a strong commitment to accuracy.Qualifications & ExperienceBachelor's Degree in Accounting.Professional accounting qualification such as ACCA, CPA, or CIMA is highly desirable.Minimum 15 years of progressive finance and accounting experience, including finance leadership and managerial responsibilities.Strong knowledge of financial reporting, budgeting, and taxation principles in Brunei.Oil & Gas experience within an E&P operator environment, preferably with Brunei and/or Southeast Asia PSC exposure.
