Finance Manager- Basra

CCL Global is seeking for a Finance Manager for a fulltime based in Basra.Position to report to: Finance Director Direct subordinate positions: Finance leadership team (Cost Control, JV Finance, Accounting, Reporting)JOB DIMENSIONS Executive role leading finance operations across a large-scale industrial project Oversight of multi-billion USD CAPEX/OPEX environment and financial performanceManagement of large teams and coordination across projects, HQ and partners Direct contribution to financial strategy, governance and business performance ACTIVITIES Lead and manage the finance function across all entities and projects Drive financial governance, reporting and compliance, ensuring alignment with international standards (IFRS) Oversee budgeting, forecasts, working capital and cash management strategy Ensure accurate and timely financial reporting to HQ, partners and authorities Manage relations with partners and authorities on financial matters, including JV reporting and cost recovery Lead financial audits and ensure maximization of cost recovery mechanisms Provide strategic financial analysis and recommendations to senior management Coordinate cross-functional inputs (projects, operations, HQ) to achieve financial targets Drive continuous improvement, controls and best practices across the finance function Act as a key advisor to leadership on financial performance and risksCONTEXT AND ENVIRONMENT Large-scale project operating in a complex, regulated and partnership-driven environmentStrong exposure to international stakeholders, authorities and partners High level of financial, compliance and operational challenges QUALIFICATIONS & SKILLS Experience & Education Master’s degree in Finance, Accounting or equivalent Minimum 20+ years of experience, including senior finance leadership rolesTechnical Skills Strong expertise in financial management, IFRS and governance frameworks Experience in large-scale project finance and JV environments Strong knowledge of compliance, audit and internal control frameworks Leadership &Behavioral Competencies Proven executive leadership and team management capability, and confidentiality Strong analytical, strategic thinking and decision-making skills Ability to influence senior stakeholders internally and externally International Profile Experience in multinational environments or major industrial projects Ability to operate in multi-partner, multi-country contexts Languages Fluent English & Arabic (mandatory) French is a plus
