Masters ( Preferred)We are looking for an experienced Finance Manager / Senior Finance Professional to lead and oversee financial and accounting activities within the Authority.The ideal candidate will have strong experience within a government or government-related entity, with practical exposure to GRP (Government Resource Planning) systems, budgeting, accounts payable, general ledger activities and financial reporting.Key Responsibilities:Develop and implement effective financial processes, controls, and procedures aligned with organizational requirements, government regulations, and applicable accounting standards.Lead the annual budgeting process, including budget preparation, allocation, monitoring, forecasting, and utilization.Coordinate with internal and external stakeholders on procurement, fund requests, budget allocations, and expenditure forecasting.Prepare and analyze budget utilization and financial performance reports, identifying variances and areas requiring further investigation.Oversee accounts payable, general ledger, invoicing, reconciliations, and other day-to-day accounting activities.Ensure accurate and timely recording of financial transactions in accordance with applicable accounting standards and policies.Oversee cash management and liquidity, ensuring appropriate controls and processes are in place.Support management with financial analysis, performance insights, risk identification, and recommendations.Ensure compliance with relevant local regulations, financial policies, accounting standards, and best practices.Provide guidance and technical support to finance team members, ensuring accuracy, timeliness, and compliance.Coach and develop team capabilities through knowledge sharing, training, and on-the-job development.Contribute to financial and industry-related research, market insights, and thought leadership initiatives.Continuously enhance financial processes and systems to improve efficiency, transparency, and financial governance.Required Experience & Skills:Essential:7–10 years of relevant finance and accounting experience.Previous experience working within a government entity, government authority, or government-related organization is highly preferred.Hands-on experience with GRP / Government Resource Planning systems is essential.Strong practical experience in:Budgeting and budget monitoringAccounts Payable (AP)General Ledger (GL)Financial reporting and reconciliationsFinancial controls and complianceCash managementStrong understanding of financial policies, procedures, and accounting standards.Excellent analytical, reporting, and stakeholder-management skills.Experience in revenue accounting / revenue management is an advantage but not mandatory.Experience with government financial regulations and public-sector financial processes.Professional accounting qualification (e.g., ACCA, CPA, CMA) is an advantage.
