The position focuses on state tax and revenue policies, with particular attention to policies that promote equity, strengthen economic security for low- and moderate-income families, and support targeted investments in children and families.The Fiscal Policy Analyst contributes to policy solutions that improve the financial security and well-being of Kansas children and families. The position focuses on state tax and revenue policies, with particular attention to policies that promote equity, strengthen economic security for low- and moderate-income families, and support targeted investments in children and families.The Fiscal Policy Analyst conducts research and analysis to understand fiscal and economic conditions affecting Kansas families, assess the potential impacts of policy proposals, and inform KAC’s policy priorities. The Analyst collects, analyzes, and interprets quantitative and qualitative data from public, proprietary, and other reliable sources and translates findings into clear, accessible information for policymakers, advocates, partners, the media, and the public.The Analyst contributes to KAC’s fiscal policy and advocacy efforts by developing research, policy analysis, recommendations, data visualizations, presentations, and other communications. The position brings a Kansas perspective to state and national fiscal policy discussions and helps identify policy approaches that can strengthen family economic security and contribute to a stronger state economy over time.Reporting to the Senior Fiscal Policy Manager, this position is represented by Communication Workers of America Local 6400 and is a bargaining unit position. KEY RESPONSIBILITIESFiscal Policy Research and AnalysisDevelop and maintain expertise in Kansas tax policy, state revenue sources, and economic issues affecting children and families.Monitor state and federal tax policy developments and assess their potential implications for Kansas children, families, and the state budget.Conduct quantitative and qualitative research and analysis to understand the impacts of tax and revenue policies and inform KAC's policy priorities. Policy Development and CommunicationResearch and write reports, policy analyses, issue briefs, blog posts, legislative updates, and other materials that advance understanding of tax and fiscal policy issues.Translate complex fiscal and economic information into clear, accessible content for policymakers, advocates, partners, the media, and the public.Provide Kansas-specific context and analysis for research, reports, and policy discussions.Develop data visualizations, presentations, and other materials to communicate research findings and policy implications to diverse audiences. Legislative and Advocacy SupportMonitor state and federal legislative, administrative, and fiscal policy developments relevant to KAC's policy priorities and communicate key developments and potential implications to KAC staff and leadership.During the Kansas legislative session, monitor relevant legislative committees and proceedings, engage with legislators and legislative staff, and offer timely analysis of relevant legislation and policy discussions.Build and maintain relationships with tax, revenue, economic policy, and advocacy partners to stay informed about policy developments, research, and advocacy strategies.Research fiscal policy approaches in other states and assess their potential relevance to Kansans.Provide fiscal policy, tax, budget, research, and data analysis support to policy advisors and other KAC team members, including technical assistance within their area of expertise.QUALIFICATIONSBachelor’s degree in economics, public policy, finance, political science, public administration, or a related field, or an equivalent combination of education and relevant professional experience.At least 2 years of relevant experience in fiscal policy, economics, public finance, tax policy, government, research, or a related field.Experience collecting, analyzing, and interpreting quantitative data, with the ability to communicate findings through clear written, verbal, and visual formats.Strong research and writing skills, including the ability to synthesize complex legislation, regulations, government data, academic research, and other sources for diverse audiences.Demonstrated ability to apply analytical and critical-thinking skills to identify issues, assess policy options, and develop practical recommendations.Ability to manage multiple complex, detail-oriented, and time-sensitive projects; establish priorities; and work effectively both independently and collaboratively.Ability to apply existing knowledge and skills to new policy issues and projects with increasing independence.Commitment to conducting research and analysis through a nonpartisan lens and seeking multiple perspectives to understand policy choices and their potential impacts.TIME COMMITMENT AND EXPECTATIONSThis is a full-time position and requires a Kansas residency.Kansas Action for Children follows a hybrid work structure, allowing for some remote work. This position requires an in-person presence in the Statehouse during the legislative session and in the office for specific tasks, team meetings, and formal and informal collaboration. This position may include long hours and require a flexible schedule, particularly during the legislative session.COMPENSATION AND BENEFITSThe salary range for this position is $55,000 - $57,500 annually, commensurate with qualifications and experience.APPLY Interested in this position?
