Fraud Risk & Governance LeadLocation: UAE - Dubai or Abu DhabiSector: Banking Function: Fraud RiskAbout the RoleAn established and innovative bank is seeking an experienced Fraud Risk & Governance Lead to take ownership of key elements of its fraud governance and second-line risk oversight framework.This is a high-impact role sitting at the centre of fraud risk management, governance, management information and control assurance. You will provide independent challenge to first-line fraud controls, oversee risk assessments and policy governance, and ensure that material risks, weaknesses and regulatory requirements are properly identified, escalated and addressed.The role will also have significant exposure to senior management, committees and regulators, making strong judgement, communication and attention to detail essential.Key ResponsibilitiesLead and supervise Fraud Risk Analysts across risk assessments, thematic reviews, control testing, governance reporting and remediation oversight.Manage the fraud governance framework, including committee governance, terms of reference, agendas, minutes, decisions and action tracking.Maintain the fraud governance document hierarchy, including frameworks, policies, standards, procedures, templates and approval records.Provide second-line fraud risk advisory and independent challenge to first-line, Product, Technology and other business functions.Own second-line oversight of the fraud policy suite, ensuring policies remain current, consistent and aligned with the wider fraud risk framework.Review first-line fraud procedures and challenge documents that are outdated, unclear or inconsistent with policy requirements.Own the fraud risk assessment methodology, including inherent risk, control effectiveness, residual risk and emerging risk assessment.Produce enterprise-wide fraud risk assessments covering products, channels, customer segments, processes, third parties and internal fraud exposure.Independently challenge first-line RCSAs, including control identification, testing evidence, ratings and residual risk conclusions.Own the governance of the fraud KRI framework, including definitions, thresholds, escalation triggers and reporting requirements.Assess performance against the Fraud Risk Appetite Statement and prepare breach assessments where required.Oversee fraud-related issues and remediation actions, challenging severity, root cause, closure evidence, overdue actions and recurring weaknesses.Produce second-line fraud reporting and ensure supporting MI, KRIs, trends and data are accurate, complete and traceable.Deliver thematic reviews and targeted control testing across fraud prevention, detection, monitoring and remediation.Own CBUAE fraud reporting end-to-end, including regulatory returns, notifications, data validation, sign-off, submissions and audit trails.Support ad hoc regulatory requests, thematic questionnaires and follow-up queries.Drive the use of AI, analytics and automation to improve recurring regulatory reporting, KRI production, control testing, issue tracking and evidence collation.What We're Looking ForThe successful candidate will bring strong fraud risk experience within a regulated banking or financial services environment, combined with a strong understanding of governance and second-line risk oversight.Technical ExperienceStrong knowledge of risk frameworks, policy hierarchies and committee governance.Experience with RCSA, control testing, control design assessment, issue management and root-cause analysis.Strong understanding of KRI design, threshold setting, risk appetite monitoring, breach analysis and management information.Hands-on SQL experience, including querying large transactional and fraud datasets, joining multiple data sources and independently validating measures and analysis.Understanding of data quality, lineage and reconciliation.Experience with data visualisation or BI tools would be advantageous.Practical experience automating reporting or control activities.Hands-on experience using AI tools for reporting, data interrogation, summarisation or workflow automation.Strong knowledge of fraud typologies and controls covering prevention, detection, monitoring, investigation, remediation, internal fraud and emerging digital fraud risks.Experience producing high-quality written findings and recommendations capable of withstanding senior management, Internal Audit and regulatory scrutiny.
