The role is accountable for building and enforcing a scalable, enterprise-wide compliance framework that governs how the company operates across employment, regulatory, immigration, contracting, and government-related obligations in a high-volume staffing environment.The General Counsel owns the company’s compliance posture and ensures consistent standards across employment practices and business operations while enabling growth, protecting the organization from risk, and driving disciplined, practical decision-making. This is a hybrid role, onsite 4 days per week in our Morristown, NJ headquarters.Key ResponsibilitiesLegal Leadership & AdvisoryServe as primary legal advisor to the CEO and Executive Leadership TeamProvide clear, actionable guidance on legal, regulatory, and business risksSupport strategic initiatives, major client engagements, and acquisitionsEmployment Law & Employee RelationsOversee all employment law matters across North American operationsEnsure compliance with federal, state, and local employment lawsPartner with HR on policy development, compliance, and risk mitigationProvide guidance on employee relations, terminations, investigations, and disputesCompliance & Risk ManagementOwn and evolve the enterprise-wide compliance framework across labor laws, staffing regulations, and client requirementsOversee compliance audits, investigations, and issue resolutionEstablish and enforce policies governing ethical conduct and regulatory adherenceIdentify and mitigate systemic legal and operational risks—not just case-by-case issuesEnterprise Governance & Compliance StrategyDefine and implement the company’s enterprise compliance strategy and risk tolerance in partnership with the CEO and Executive Director, HREstablish governance structures (policies, review forums, escalation paths) to ensure consistent, disciplined decision-making across business unitsProvide clear visibility to executive leadership on compliance posture, key risks, and remediation progressDrive alignment across Legal, HR, Finance, and Operations on compliance priorities, ownership, and enforcementContracts & Commercial LegalEstablish and enforce a structured contract review and approval process across all client, vendor, and partner agreementsDefine clear guardrails for contract terms, risk thresholds, and required escalation for commercial concessionsStandardize contracting frameworks (MSAs, SOWs, amendments) to reduce variability and unmanaged risk across business unitsEnsure all contractual commitments align with enterprise risk strategy, compliance requirements, and operational capabilitiesImmigration OversightLead all North American immigration programs at scale (H‑1B, TN, L‑1, PERM, green card), including strategy, execution, and risk managementEnsure full compliance with immigration and DOL requirements, with disciplined controls across visa lifecycle, work authorization, and public access filesPartner with HR, Recruiting, and Delivery to align immigration strategy with workforce planning and client needsProvide proactive guidance on regulatory changes impacting workforce strategy and client deliveryGovernment Contracting & Public Sector ComplianceOversee compliance with all applicable federal, state, and local government contracting requirements (e.g., FAR, DFARS, OFCCP)Advise on contract structuring and risk related to public sector engagementsEnsure integration of government compliance requirements into the broader enterprise compliance frameworkLitigation & External Counsel ManagementManage all litigation, claims, and disputesEngage and oversee external counsel to ensure quality and cost disciplineDevelop litigation strategy aligned with business objectivesTeam LeadershipLead Legal, Compliance, Contracts, and Immigration functionsEstablish clear accountability, structure, and operating cadence for the teamDrive responsiveness, execution discipline, and business alignmentQualificationsJuris Doctor (JD) from an accredited law schoolLicensed to practice law in the state of New Jersey12+ years of legal experience, with a mix of law firm and in-house leadershipPrior General Counsel or senior legal leadership experience preferredExperience with government contracting within staffing, IT services, or professional services preferredCritical CapabilitiesDeep expertise in employment law, compliance, contract law, and immigrationAbility to build scalable compliance infrastructure not just provide legal adviceStrong cross-functional leadership across HR, Sales, Finance, and OperationsDirect, pragmatic decision-making with strong business judgmentExecutive presence and ability to influence senior stakeholdersSuccess ProfileEnterprise compliance framework is clearly defined, consistently applied, and auditable across functionsRisks are identified early and addressed proactivelyReduction in reactive legal and compliance issues due to stronger upfront controlsRisk tolerance is clearly defined and consistently applied across the organization
