Job OverviewYou will take full charge of the overall operation, strategic planning and system construction of China Procurement Center. You will oversee the implementation of procurement strategies for bulk raw materials, energy, chemical materials and industrial MRO supplies, lead organizational reform, process optimization, cost control and team efficiency improvement across the procurement system. You will coordinate cross-regional procurement businesses of multiple production bases, build a standardized, lean and global procurement management system.Key ResponsibilitiesFormulate medium-and-long-term procurement plans aligned with the group strategy, optimize procurement strategies for bulk raw materials, energy chemicals and industrial MRO, continuously reduce overall procurement costs, establish mechanisms for market trend analysis, price hedging and supply chain risk prevention, and ensure stable supply of production materials.Build a full-life-cycle supplier management system, integrate high-quality global supply chain resources, deepen strategic cooperation with key suppliers, and improve supply chain bargaining power and anti-risk resilience.Lead organizational structure optimization, process reshaping and digital upgrading of procurement function, drive organizational efficiency reform, sort out business pain points, and establish a compliant and efficient modern procurement operation system.Manage remote cross-regional procurement teams across multiple production bases, unify procurement standards and control processes for all bases, and realize standardized collaborative operation of regional businesses.Establish talent echelon and performance incentive system, build a professional and integrity-oriented procurement team; optimize procurement compliance and bidding risk control system to ensure full-process compliance of large-value procurement activities.Collaborate with production, finance and supply chain teams to coordinate demand planning, delivery guarantee and inventory optimization, and ensure stable operation of the industrial chain.QualificationsBachelor’s degree or above, major in Supply Chain Management, Business Administration, Chemical Engineering, Energy Engineering is preferred.Minimum 15 years of end-to-end procurement management experience in large-scale manufacturing enterprises, with proven track record in group-level procurement center management.Solid experience in energy, chemical industry, bulk commodity and large industrial manufacturing. Candidates with rich experience in industrial MRO, energy and chemical procurement are highly preferred, familiar with full-cycle procurement operation of large manufacturing enterprises.Proven experience in cross-regional remote team management, with track record of overseeing procurement teams at multiple offsite production bases. Capable of driving organizational transformation, process optimization and team performance improvement.Fluent in English, able to conduct international business negotiation, overseas supplier communication and cross-border team collaboration in English.Strong strategic thinking, cost control capability, business acumen and risk prediction ability, with experience in large-scale organizational reform delivery. High pressure tolerance, senior executive professionalism and compliance awareness are required.
