Must possess comprehensive operational capability for group-level overseas business, able to oversee the construction of the International Business Division's operational management system, engineering management system, and marketing system; lead overseas market research, key account development, and localized customer management; and be responsible for overseas budget control, entry-exit administration, SOS safety coordination, and comprehensive affairs including administration, HR, finance, and legal compliance. Bears overall responsibility for the division's business performance, project delivery quality, and compliant overseas operations. ResponsibilitiesI. Overseas Operational Management System & Engineering Management System Development1. Organize the establishment of the International Business Division's operational management system and engineering management system, and coordinate the building of a standardized management framework for overseas projects.2. Optimize relevant systems and processes for operational and engineering management, covering the full project lifecycle from initiation, bidding, contracting, construction, and completion to warranty.3. Establish quality, safety, schedule, and cost control standards and assessment mechanisms for overseas projects, ensuring project delivery meets international standards and client requirements.4. Build risk identification and early-warning mechanisms for overseas projects, coordinating country risk assessments, contract risk reviews, and emergency response plans.5. Drive the digitalization of the operational management system, establish overseas project information reporting and data dashboards, and achieve real-time control across multiple countries and projects.6. Conduct regular reviews of overseas project operations, continuously optimize management processes, and improve project operational efficiency and profitability.II. Overseas Marketing System Development1. Organize the establishment of the International Business Division's marketing management system, building a full-process marketing framework from market research, project tracking, and bid pricing to contract signing.2. Optimize systems and processes for market management, customer management, and bid management, clarifying authority, responsibility, and approval mechanisms at each marketing stage.3. Establish tiered and classified management standards for marketing projects, implementing differentiated marketing strategies for projects across different countries, scales, and client types.4. Develop marketing team assessment and incentive mechanisms, and establish marketing information ledgers and closed-loop project tracking management.5. Coordinate the allocation of marketing resources, aligning internal group resources in design, construction, and procurement to support overseas project bidding and delivery.III. Overseas Market Research1. Organize country-level research on target markets, analyzing local political environment, economic conditions, laws and regulations, market access policies, and competitive landscape.2. Assess overseas construction market trends, identify market opportunities and entry risks, and formulate market entry strategy recommendations.3. Research and develop overseas market development plans, defining priority countries, business directions, and phased objectives.4. Establish an industry information tracking mechanism, continuously monitoring infrastructure investment plans, foreign investment policy changes, and major project tender developments in key regions.5. Benchmark internationally renowned engineering contractors, analyzing their business models, competitive strategies, and market footprints to inform the group's overseas business positioning.IV. Overseas Marketing Management1. Organize marketing process management, track key project progress, and coordinate the resolution of critical issues during bidding and contracting.2. Coordinate the allocation of group marketing resources and oversee the preparation and control of overseas marketing expense budgets, ensuring precise and efficient marketing investment.3. Organize marketing cost analysis and control, establish marketing ROI evaluation models, and continuously optimize marketing strategies and resource allocation.4. Take responsibility for major project bidding decisions and commercial negotiations, leading bid proposal reviews and contract risk vetting.5. Establish a post-project evaluation mechanism for marketing initiatives, conducting retrospective analysis of won and lost bids to consolidate lessons learned and drive continuous improvement.V. Key Account Marketing1. Organize research on key accounts' needs and pain points, conducting in-depth analysis of their strategic plans, investment preferences, and decision-making chains.2. Develop key account development strategies, defining priority targets and phased development plans.3. Organize key account marketing activities, leading high-level engagement and strategic partnership negotiations with major clients.4. Organize key account information and relationship maintenance, establishing high-level mutual visits and regular communication mechanisms to deepen long-term cooperation.5. Track key accounts' investment dynamics and new project opportunities, driving the upgrade from single-project cooperation to long-term framework agreements and in-depth regional partnerships.VI. Customer Management1. Organize the formulation of customer classification standards, implementing tiered management based on client type, project scale, and cooperation potential.2. Organize customer information filing and relationship maintenance, establishing customer databases and relationship maps.3. Develop customer satisfaction tracking and callback mechanisms, promptly responding to client needs to enhance customer stickiness and repeat business.4. Establish customer credit assessment and risk early-warning mechanisms, implementing focused monitoring of high-risk clients.5. Coordinate the sharing and collaboration of customer resources within the group, avoiding internal competition and resource waste.VII. Comprehensive Management1. Prepare, execute, and control the International Business Division's management fee budget in accordance with the company's Finance Center and operational management requirements.2. Coordinate with International SOS to provide pre-travel advice, safety information alerts, and emergency response services for expatriate personnel.3. Manage entry-exit approval administration, including visa processing, daily overseas personnel itinerary reporting, and statistics.4. Organize division-level meetings and follow up on the implementation of meeting action items.5. Following the group's branch company model, coordinate the comprehensive management of administration, HR, finance, legal compliance, operations, and engineering affairs within the division.6. Take responsibility for team building, talent development, and performance assessment within the division, cultivating a composite talent team suited to overseas business.7. Oversee overseas compliance and risk control management, ensuring overseas business complies with the laws and regulations of both China and host countries.VIII. Other Work1. Cooperate with other centers / business units in corresponding work as required by division of labor and process needs.2. Complete other tasks assigned by senior leadership.Qualifications1.Age: Around 45 years old, physically fit, able to adapt to frequent overseas travel, expatriate assignments, and cross-time-zone work schedules.2.Major: Bachelor's degree or above in Engineering Management, Civil Engineering, Marketing, International Trade, Foreign Languages, or related fields.3.Certifications: Holds First-Class Constructor, PMP, or Senior Engineer title; possesses foreign language proficiency proof such as CET-6 / TEM-8, IELTS / TOEFL; proficiency in the host country's local language is a plus.4.Experience: 10+ years of experience in the construction / decoration / curtain wall industry, including 5+ years in overseas business management or as a regional head of an international engineering company; has led overseas operational system setup, country market development, or major international project delivery management.5.Management: Experience in cross-country, multi-project comprehensive management, having led international teams of 50+ people; familiar with the full-spectrum operations of overseas engineering, marketing, administration, finance, legal compliance, etc.; experience in building an International Business Division or overseas regional company from scratch is preferred.
