The ideal candidate will oversee the full contract lifecycle, regulatory compliance, proposal support, contract negotiations, performance management, and stakeholder collaboration while ensuring government contracts are executed effectively, compliantly, and in alignment with organizational objectives.Key ResponsibilitiesDevelop and implement government contract management strategies, governance frameworks, and contract administration processes aligned with organizational objectives and public sector requirements.Lead the full lifecycle of government contracts, including solicitation review, proposal support, contract negotiation, award administration, performance monitoring, contract modifications, renewals, and closeout activities.Collaborate with Business Development, Legal, Procurement, Finance, Project Management, Operations, Compliance, Risk Management, Human Resources, and Executive Leadership to support successful government contract execution.Review requests for proposals (RFPs), requests for quotations (RFQs), requests for information (RFIs), invitations to tender (ITTs), and other government procurement documents to identify contractual obligations, compliance requirements, risks, and opportunities.Negotiate contract terms, pricing structures, service-level agreements (SLAs), amendments, subcontractor agreements, and commercial conditions with government entities and strategic partners.Establish contract governance frameworks, document management standards, approval workflows, contract templates, and reporting procedures.Monitor contract performance, deliverables, milestones, compliance obligations, invoicing, payment schedules, contract modifications, and change management activities.Conduct contract risk assessments, legal reviews, claims analysis, dispute resolution support, and mitigation planning.Manage subcontractor compliance, supplier performance, contractual deliverables, and reporting requirements throughout the contract lifecycle.Coordinate internal and external audits, contract reviews, procurement assessments, and regulatory inspections to ensure contractual compliance.Monitor key performance indicators (KPIs) including contract compliance, on-time deliverables, contract profitability, procurement cycle time, renewal success rate, audit findings, risk mitigation effectiveness, customer satisfaction, and contract value realization.Ensure compliance with UAE government procurement regulations, applicable public sector contracting laws, commercial regulations, anti-bribery and anti-corruption requirements, export controls where applicable, data privacy regulations, and organizational governance policies.Manage contract repositories, procurement systems, compliance documentation, contract budgets, vendor relationships, legal support engagements, and strategic contracting initiatives.Drive digital transformation through artificial intelligence (AI)-powered contract analytics, automated compliance monitoring, intelligent document management, workflow automation, predictive risk analysis, and business intelligence solutions.Utilize SAP Ariba, Oracle Procurement Cloud, Icertis Contract Intelligence (ICI), Coupa, DocuSign CLM, Agiloft, Microsoft Dynamics 365, Salesforce, Microsoft 365, SharePoint, Power BI, Tableau, Jira, Confluence, and contract lifecycle management (CLM) platforms to manage contracts and generate actionable insights.Prepare executive dashboards, contract performance reports, compliance assessments, procurement analyses, audit summaries, risk reports, and strategic recommendations for senior leadership.Lead, mentor, and develop contract administrators, procurement specialists, compliance analysts, contract coordinators, and cross-functional teams while fostering a culture of integrity, accountability, collaboration, transparency, and continuous improvement.RequirementsBachelor's degree in Business Administration, Law, Procurement, Public Administration, Finance, Supply Chain Management, Contract Management, or a related field.Master's degree in Business Administration (MBA), Public Administration (MPA), Law, Procurement, Supply Chain Management, or a related discipline is highly advantageous.Professional certifications such as Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM), Certified Professional Contracts Manager (CPCM), Chartered Institute of Procurement & Supply (CIPS), Project Management Professional (PMP), or equivalent are preferred.Minimum 5 years of experience in government contract management, procurement, public sector contracting, contract administration, legal compliance, or related roles.At least 2 years of experience managing government contracts, procurement programs, contract administration teams, or public sector projects preferred.Strong understanding of government procurement processes, contract law, public sector compliance, contract negotiation, contract lifecycle management, risk management, procurement governance, and regulatory requirements.Experience with SAP Ariba, Oracle Procurement Cloud, Icertis Contract Intelligence (ICI), Coupa, DocuSign CLM, Agiloft, Microsoft Dynamics 365, Salesforce, Microsoft Office Suite, SharePoint, Power BI, Tableau, Jira, Confluence, and contract lifecycle management platforms.Familiarity with AI-powered contract analytics, intelligent document processing, procurement automation, digital signature technologies, predictive compliance monitoring, workflow automation, and advanced reporting solutions is highly advantageous.Strong leadership, communication, negotiation, stakeholder management, legal interpretation, analytical thinking, project management, budgeting, vendor management, and problem-solving skills.Ability to manage multiple government contract initiatives while balancing regulatory compliance, contractual obligations, business priorities, budgets, timelines, and organizational objectives.Ability to work effectively in a remote environment with distributed teams, government agencies, legal advisors, procurement partners, contractors, executives, and global stakeholders, with occasional travel for contract negotiations, audits, procurement meetings, and strategic planning sessions as required.What
