Supported by modern medical equipment, laboratories, operating theaters, delivery rooms, and patient rooms designed by foreign medical engineers, the hospital focuses on comfort, quality of care, and adherence to international standards.Role Description The Group Chief Human Resource Officer is a full-time, on-site leadership role based in Stueng Mean Chey. This role oversees the end-to-end human resources function across Orienda International Hospital and affiliated entities, ensuring alignment with the organization’s strategic objectives and healthcare standards. Day-to-day responsibilities include designing and implementing HR policies, managing workforce planning, overseeing recruitment and onboarding, and driving talent development and succession planning. The role provides guidance on performance management, compensation and benefits, and employee engagement, while promoting a positive workplace culture and addressing employee relations matters. The Group CHRO collaborates closely with senior management and clinical leaders to ensure regulatory compliance, support organizational change, and enhance staff retention and productivity.Qualifications Demonstrated expertise in core Human Resources (HR) functions, including HR strategy development and HR operations.Strong background in designing, implementing, and reviewing HR policies and procedures aligned with legal and organizational requirements.Proven ability in managing employee relations, conflict resolution, and fostering a fair, inclusive, and respectful work environment.Experience in talent management, including recruitment, workforce planning, succession planning, and leadership development.Solid track record in performance management, setting objectives, evaluating performance, and linking performance to development and rewards.Extensive leadership experience in a senior HR role, preferably within healthcare or large multi-site organizations.Strong knowledge of Cambodian labor laws and relevant regulatory frameworks; experience in international standards is an advantage.Excellent communication, negotiation, and stakeholder management skills, with the ability to collaborate effectively with clinical and non-clinical teams.Bachelor’s degree in Human Resources, Business Administration, Management, or related field; a master’s degree or professional HR certification (e.g., SHRM, CIPD) is highly desirable.Proficiency in HR information systems and data-driven decision-making, with the ability to use HR metrics to guide strategy and improvement.
