Job Description – Treasury ManagerJob Title: Treasury ManagerDepartment: Finance / TreasuryReports To: Group Chief Financial Officer (GCFO)Location: Jeddah, Saudi ArabiaIndustry: Diversified Group / Real Estate, Retail & ManufacturingJob SummaryUnder the general direction of the GCFO, the Treasury Manager is responsible for managing the Group’s treasury operations, including cash flow management, liquidity planning, banking facilities, financing, working capital, foreign exchange and interest-rate risk, bank relationships, guarantees, letters of credit, payroll payments, and treasury reporting.The role will ensure optimal utilization of financial resources, minimize financing costs, maintain adequate liquidity, and strengthen relationships with local and international financial institutions.Key Responsibilities1. Cash Flow & Liquidity ManagementManage and monitor daily, weekly, monthly, and annual cash flows. Prepare cash flow forecasts and assess funding requirements. Ensure sufficient liquidity to meet operational, project, vendor, employee, and financing obligations. Optimize working capital and cash utilization. Monitor cash balances across Group companies and recommend fund transfers where required. 2. Banking & Financing FacilitiesNegotiate and manage banking facilities with national and international banks. Arrange new, renewed, and restructured banking facilities. Assess short-term financing requirements and arrange Murabaha, Tawarruq, and other Shariah-compliant financing. Arrange medium- and long-term financing for projects and capital expenditure. Negotiate competitive financing rates, fees, and commercial terms. Monitor financing costs and identify opportunities for cost reduction. 3. Interest Rate & Foreign Exchange RiskMonitor interest-rate movements and the Group’s exposure. Manage Interest Rate Swaps (IRS) and related settlements. Monitor foreign currency exposures and exchange-rate movements. Recommend and implement appropriate FX and interest-rate hedging strategies. Ensure timely execution and monitoring of hedging arrangements. 4. Banking Relationship ManagementDevelop and maintain strong relationships with local and international banks. Conduct annual reviews of existing banking facilities. Negotiate pricing, limits, security requirements, and facility terms. Manage bank account opening and closing processes. Review and maintain authorized bank signatories. Maintain proper records of banking agreements and facility documentation. 5. Letters of Credit & Bank GuaranteesManage issuance, amendment, cancellation, and monitoring of: Letters of Credit (LCs) Bank Guarantees (BGs) Performance Bonds Other banking instruments Ensure facilities are appropriately utilized and monitored. 6. Bank Reconciliation & PaymentsSupervise the bank reconciliation process. Ensure reconciliation differences are investigated and resolved promptly. Monitor banking transactions and charges. Ensure timely payments to vendors, employees, and other stakeholders. Monitor payroll processing and ensure compliance with the Wage Protection System (WPS) requirements in Saudi Arabia. 7. Treasury Reporting & Financial AnalysisPrepare treasury reports for the GCFO and senior management. Monitor financial ratios and compliance with bank covenants. Provide treasury information for budgeting, forecasting, and financial planning. Monitor accrued interest, financing charges, and other treasury-related provisions. Provide required information and documentation to internal and external auditors. Maintain accurate treasury records and documentation. 8. ERP & Treasury SystemsEnsure accurate recording of treasury transactions within the ERP system. Work with Finance and IT teams to improve treasury processes and systems. Experience with Oracle ERP and treasury management systems is preferred. Support implementation of online banking and centralized treasury solutions across the Group. 9. Team ManagementSupervise and develop the Treasury team. Establish individual KPIs and performance objectives. Monitor team performance and productivity. Provide coaching and training to Treasury staff. Address performance, attendance, and employee-related issues. Promote efficient procedures and continuous improvement. 10. Business Partnering & Strategic SupportWork closely with Finance, Accounting, Projects, Procurement, HR, and other departments. Provide treasury insights to support business and investment decisions. Support annual budgeting, forecasting, and long-term financial planning. Advise management on liquidity, financing, banking, and financial-risk matters. Perform additional duties as directed by the GCFO and senior management.
