Hajj & Umrah Program Manager

It serves as the investment arm of the Municipality of Makkah, focusing on strategic urban development and regeneration within the Holy City. The company manages an undeveloped land bank of over 60 million square meters, enabling large-scale, long-term real estate and infrastructure projects. Team members contribute to impactful initiatives that support the city’s growth, modernization, and sustainable development while preserving its unique heritage.Job Purpose:To lead the planning, development, and execution of Hajj and Umrah programs, ensuring alignment with the organization's strategic objectives while delivering high-quality services, enhancing pilgrims' experiences, and achieving operational and financial sustainability.Key Responsibilitie:Program Planning and ManagementDevelop annual operational plans for Hajj and Umrah programs in line with organizational objectives.Establish program goals, performance indicators, and financial targets, and monitor their achievement.Assess existing programs and identify opportunities for improvement, growth, and expansion.Ensure alignment of programs with national priorities and the organization's strategic direction.Operations ManagementOversee the operational and technical performance of Hajj and Umrah programs.Coordinate with internal departments and stakeholders to ensure effective program delivery.Ensure compliance with all applicable regulations, policies, and standards related to Hajj and Umrah operations.Monitor safety and risk management measures to ensure the well-being of pilgrims.Address operational challenges and governance issues and escalate them when necessary.Partnerships and Contract ManagementBuild and maintain relationships with government entities, strategic partners, and service providers.Coordinate with local and international suppliers to ensure operational readiness and service excellence.Negotiate, manage, and oversee contracts and service agreements.Monitor vendor performance and ensure quality service delivery and contractual compliance.Performance Monitoring and ReportingPrepare and submit periodic reports on program performance, including quarterly, semi-annual, and annual reports.Monitor key performance indicators (KPIs), analyze performance trends, and implement corrective actions when required.Measure the economic, service, and social impact of programs upon completion.Analyze operational revenues and returns on investment and provide recommendations for improvement.Present recommendations to senior management regarding program sustainability, enhancement, and future development.Job Requirements:EducationBachelor's degree in Business Administration, Public Administration, Tourism, Hospitality Management, Project Management, or a related field.Master's degree is preferred.ExperienceMinimum of 8 years of relevant experience in program, project, or operations management.At least 3 years in a managerial or leadership position.Experience in Hajj and Umrah, tourism, hospitality, destination management, or a related sector is preferred.Knowledge and Skills:Strong understanding of Hajj and Umrah regulations, policies, and industry practices.Proven experience in strategic planning, program management, and operational execution.Strong stakeholder management, partnership development, and contract negotiation skills.Excellent analytical, reporting, and decision-making capabilities.Strong leadership, communication, and interpersonal skills.Proficiency in Microsoft Office applications and project management tools.
