About TRP Company TRP Company is an HCIS/SAIS-approved Security Consulting Company delivering industrial security design, assessment, and submittal services to Saudi Aramco and its EPC contractors across the Kingdom. Our work spans the full Saudi Aramco Industrial Security (SAIS) lifecycle — from Security Risk Assessment through Design Basis Scoping Paper, Detailed Design, and Construction Close-out — on Class 1 hydrocarbon facilities, Mega-projects, and Giga-projects. We are expanding our consultancy team and seeking an HCIS /SAIS Security Consultant with a proven, end-to-end record of steering Class 1 facility submittals through the full HCIS Stage 1 to Stage 4 approval cycle. Role Summary The HCIS Security Consultant will act as the technical authority and client-facing lead for industrial security consultancy assignments governed by the High Commission for Industrial Security (HCIS) Security Directives (SEC-01 through SEC-23) and the Saudi Aramco Industrial Security (HCIS /SAIS) four-stage submittal workflow. The role carries end-to-end ownership: from initial site threat characterisation and Security Risk Assessment through to HCIS/SAIS final approval and construction close-out — delivering compliant, approvable, and cost-defensible security solutions for Class 1 hydrocarbon and industrial facilities. Key Responsibilities Regulatory Compliance & Technical Authority Serve as the company's subject-matter authority on HCIS Security Directives SEC-01 through SEC-23, interpreting and applying directive requirements to project-specific conditions. Apply facility classification methodology to determine Class 1 / Class 2 / Class 3 designation and derive the corresponding mandatory security countermeasure baseline. Maintain a current register of directive revisions, HCIS circulars, SAIS Standards, and Saudi Aramco Engineering Standards (SAES-A/SAES-J), Engineering Procedures (SAEP), and Materials System Specifications (SAMSS) applicable to security scope. Provide authoritative rulings on compliance queries raised by EPC contractors, sub-consultants, and vendors, and defend positions in front of HCIS and Saudi Aramco Industrial Security Operations reviewers. HCIS Stage 1–4 Submittal Management Stage 1 — Security Risk Assessment (SRA) / Concept: Conduct threat and vulnerability Characterization, define Design Basis Threat (DBT), identify critical assets and target attractiveness, and produce the SRA report in the mandated format. Stage 2 — Design Basis Scoping Paper (DBSP) / Preliminary Design: Develop the security concept of operations, countermeasure strategy, protection layers, response time / delay analysis, and the scoping paper package for HCIS review and endorsement. Stage 3 — Detailed Design: Produce and control the detailed design deliverables — security drawings, physical protection system layouts, perimeter and barrier design, PIDS, VSS/CCTV coverage and field-of-view analysis, access control and vehicle inspection facilities, lighting photometrics, security control room design, and system architecture and cabling schematics — together with specifications, MTO/BOQ, and design calculations. Stage 4 — Construction, Inspection & Close-out: Oversee installation compliance, witness FAT/SAT, resolve site queries and deviations, manage waiver and concession requests, compile as-built documentation, and drive the package to final HCIS/SAIS approval and handover. Own the submittal register, comment-response matrices, and revision control; drive closure of HCIS and Saudi Aramco review comments within contractual review cycles. Assist in the preparation of the response to RFP / RFP and the Commercial Proposal with Cost Estimate including the Time Duration Schedule of the project. Risk Assessment & Analysis Lead Security Risk Assessments in accordance with API Standard 780 Security Risk Assessment methodology, including asset characterization, threat assessment analysis, vulnerability analysis, consequence analysis, risk ranking, and countermeasure recommendation. Interface SRA outputs with process safety, HAZOP, and SIL studies where security and safety scope intersect. Prepare risk registers, residual risk statements, and cost-benefit justification for recommended countermeasures. Design Review & Engineering Coordination Review and technically approve security design submittals from EPC contractors and specialist vendors for HCIS/SAIS compliance. Coordinate multidisciplinary interfaces with civil, electrical, instrumentation, telecom, IT/OT, HSE, and process disciplines to ensure security systems are integrated without clash or scope gap. Evaluate proposed equipment and materials against approved vendor lists (SAVL/9COM) and directive-mandated performance criteria. Project Delivery & Client Management Plan, schedule, and control consultancy scope, applying PMI project management practice across initiation, planning, execution, monitoring, and closure. Manage submittal schedules, resource loading, deliverable registers, and change control; forecast and report progress, risks, and mitigation to management and the client. Represent TRP Company in technical meetings, design reviews, HAZID/ SRA workshops, kick-off meetings, and clarification sessions with Saudi Aramco and other Industrial Facilities, HCIS /SAIS, EPC main contractors, and PMC teams. Support the tendering function with technical input to Technical and Commercial Proposals in response to RFPs/RFQs, including method statements, manpower histograms, and compliance matrices. Quality, Documentation & Mentoring Enforce document quality standards, drawing conventions, and deliverable templates prior to external issue. Conduct internal technical assurance reviews and lessons-learned capture across the project portfolio. Mentor junior consultants and security engineers on directive interpretation, submittal preparation, and design practice. Required Qualifications Experience Minimum 5 years of demonstrable experience delivering the complete HCIS Stage 1 to Stage 4 cycle on Class 1 facilities — candidates must be able to evidence at least one full lifecycle taken from SRA/concept through to HCIS/SAIS final approval and close-out. Saudi Aramco oil and gas project experience is mandatory, including direct interface with Saudi Aramco Industrial Security Operations, Loss Prevention, and Project Management Teams. Proven delivery on mega-projects and Giga-projects and other large-scale industrial facilities within the Kingdom of Saudi Arabia — including upstream gas developments, GOSPs, refineries, petrochemical complexes, tank farms, pipelines, terminals, power generation, desalination, or comparable critical national infrastructure. Track record of successful HCIS submittal approvals with a low comment-recycle rate. Experience preparing technical proposals and tender responses for EPC main contractors is highly desirable. Education Bachelor's degree in Engineering (Electrical, Electronics, Mechanical, Civil, Industrial, or Security Systems Engineering) or a related technical discipline from an accredited university. A Master's degree in Security Management, Risk Management, or Engineering is an advantage. Mandatory Certifications PMP® — Project Management Professional (Project Management Institute) PSP® — Physical Security Professional (ASIS International) Certified SRA Consultant — API Standard 780 Security Risk Assessment methodology Certifications must be current and in good standing; certificate numbers will be verified. Preferred Additional Certifications CPP® — Certified Protection Professional (ASIS International) CSPM / RMP — Risk Management Professional CISSP or equivalent for candidates covering IT/OT security convergence NICET, IEC 62443, or recognised electronic security systems certification Saudi Aramco-recognised safety certifications (NEBOSH IGC, IOSH, H2S/BA) Technical Competencies Comprehensive working knowledge of HCIS Security Directives SEC-01 to SEC-19 and their practical application to facility classification and countermeasure selection. Fluency in the SAIS four-stage submittal workflow, deliverable formats, review gates, and approval routing. Physical Protection Systems design: deterrence, detection, delay, response modelling; adversary path and timeline analysis. Perimeter security: fencing and anti-climb systems, anti-ram barriers and vehicle dynamic barriers, standoff distance and blast-mitigation principles, clear zones. Perimeter Intrusion Detection Systems (PIDS): buried cable, fence-mounted, microwave, fibre optic, and radar-based detection. Video Surveillance Systems: camera selection, DORI-based field-of-view and coverage analysis, video analytics, storage and bandwidth calculation, VMS architecture. Access Control Systems: credentialing, biometrics, turnstiles, portals, anti-passback, mantraps, and integration with HR/visitor management. Vehicle and personnel screening: VACIS/under-vehicle inspection, X-ray screening, explosive trace detection, search bay design. Security lighting design and photometric verification; security control room ergonomics and console layout. Command, control and integration platforms (PSIM), network architecture, redundancy, and cybersecurity hardening of security systems. Proficiency with AutoCAD, Navisworks, MS Project or Primavera P6, and MS Office suite; familiarity with security modelling tools an advantage. Personal Attributes Excellent technical writing in English — reports, specifications, and comment responses must be submittal-grade. Strong presentation and negotiation skills for regulator and client-facing forums. Meticulous attention to detail with a compliance-first mindset. Ability to work under submittal deadline pressure across concurrent projects. Arabic language proficiency is an advantage. Requirements Transferable Iqama (Article 77 / immediate transfer) preferred; TRP Company will consider sponsorship for exceptional overseas candidates. Valid Saudi driving license. Willingness to travel and mobilize to project sites across the Kingdom, including remote locations. Eligibility to obtain Saudi Aramco and HCIS site access clearance.
