YOUR OPPORTUNITY TO LEAD, INSPIRE, AND EXCEL AWAITS AT CA SRI LANKA!HEAD OF APFASL – PUBLIC SECTOR WING OF CA SRI LANKAThe Association of Public Finance Accountants of Sri Lanka (APFASL), the Public Sector Wing of the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka), is committed to advancing public sector financial management through education, training, research, and professional development. We invite applications from suitably qualified, dynamic, and results-oriented professionals to take on this role.KEY RESPONSIBILITIESOversee the secretarial functions of APFASL, including the Annual Report and Annual General Meeting (AGM) process.Manage budgets for workshops, seminars, and public sector programmes.Ensure the cost-effective delivery of initiatives within allocated resources.Design and implement workshops, seminars, and study programmes to enhance public sector systems and human resource capabilities.Upgrade and oversee the curriculum, examinations, and certification processes for the Master’s in Public Financial Management Degree Programme (MPFM), SOE Directors' Leadership Development Programme, and the CPFA (UK) qualifications.Collaborate with public sector institutions to strengthen financial management practices.Liaise with Ministries, Departments, Provincial Councils, and Local Authorities to address training and development needs.Respond to stakeholder enquiries relating to public sector accounting standards and professional qualifications.Oversee the enrolment process for APFASL, CPFA, and CIPFA (UK) members.Function as Secretary to the Public Sector Accounting Standards Committee and APFASL.Manage the publication and dissemination of examination results for the CPFA and CIPFA (UK) qualifications.Manage the MPFM Degree Programme, SOE Directors' Leadership Development Programme, APFA/CPFA Annual Conference, Public Sector Annual Oration, Best Annual Reports and Accounts (BARA) Competition, and related events.Build and maintain relationships with key public sector stakeholders to foster collaboration.Guide and mentor team members involved in public sector programmes.QUALIFICATIONS AND SKILLSBe a member of CA Sri Lanka; membership of CIMA (UK), ACCA or CIPFA (UK) would be an added advantage.A postgraduate qualification, such as an MBA, MSc, MA or higher.A minimum of 10 years' post-qualification experience in a senior management role, with at least 5 years in the public sector.Strong knowledge of public financial management (PFM) practices, public sector accounting standards, and financial management systems.Proficiency in the Microsoft Office Suite and the ability to work in a computerised environment.Excellent communication and interpersonal skills.Ability to manage multiple stakeholders and perform effectively under pressure.Strong decision-making and organisational skills.Age should be below 50 years.APPLICATIONIf you are passionate and eager to contribute to CA Sri Lanka’s growth, please send your CV to careers@casrilanka.org
