Employment Type: Full TimeJob PurposeThe Head of Construction Supervision Dept. provides management oversight across Jouzy's portfolio of building site supervision projects.

The role leads and holds the Resident Engineers accountable for the performance of their project teams, ensuring consistent delivery, contract administration, technical governance, quality, health and safety oversight, programme control, client service and reporting across all assigned projects. Working with the Head of Buildings and senior management, the Head of Construction Supervision Dept. sets common supervision standards, reviews project performance, resolves or escalates significant issues, plans resources and supports each Resident Engineer in meeting Jouzy's contractual obligations. The role does not replace the contract-specific authority of the appointed Resident Engineer and coordinates design matters with the responsible designer in accordance with Jouzy's appointed scope.Key ResponsibilitiesPortfolio Leadership and Project OversightDirect, support and hold accountable the Resident Engineers across all assigned building site supervision projects, with each Resident Engineer remaining responsible for day-to-day delivery on their project.Establish and maintain Jouzy-wide standards for site supervision, contract administration, inspections, reporting, document control, escalation and project closeout.Review project priorities, construction status, key constraints, resource needs and emerging risks with each Resident Engineer, and agree clear actions, owners and deadlines.Chair regular portfolio and project performance reviews with Resident Engineers and discipline leads, and follow critical actions through to closure.Undertake planned and risk-based project visits to verify site conditions, team performance, records and compliance, without taking over the Resident Engineer's daily role.Coordinate with the Head of Buildings and Jouzy's commercial, technical, HR and administrative functions to address matters affecting project delivery. Governance Contract and Technical ComplianceEnsure each Resident Engineer administers the relevant consultancy agreement and construction contract within the written delegation of authority and maintains a clear record of instructions, decisions and determinations.Monitor compliance across projects with approved drawings, specifications, contract requirements, project procedures, permits and applicable authority requirements.Review the status and quality of contractor submissions, requests for information, technical queries, inspections, non-conformances and other critical workflows, and intervene where delays or inconsistent practices require management action.Ensure design discrepancies, constructability issues and missing information are formally identified and coordinated with the responsible designer, client and other relevant parties through the approved project process.Provide management review of significant changes, substitutions and value engineering proposals, including their technical, programme, cost, operational and contractual implications.Audit project records to confirm that instructions, approvals, inspections, correspondence, meeting actions and events affecting time, cost, quality or scope are complete and traceable.Portfolio Programme and Performance ControlReview consolidated project programmes, milestone status, procurement constraints, resource plans and recovery proposals with Resident Engineers and planning personnel.Challenge material delays, unsupported forecasts and weak recovery plans, and ensure the responsible Resident Engineer agrees and monitors practical corrective action.Compare reported progress with verified project records and site conditions, and maintain an accurate management view of the performance of all assigned projects.Monitor interfaces affecting testing, commissioning, authority approvals, utility connections, handover and occupancy, with particular attention to risks spanning more than one project or discipline.Ensure timely factual records and coordinated technical input are available for extension-of-time, disruption and delay assessments, without prejudicing formal contractual determinations.Quality and Technical AssuranceSet minimum quality-control and inspection expectations for Jouzy's supervision teams and verify that they are applied consistently across projects.Review project quality indicators, including inspection results, testing, material approvals, non-conformances, corrective actions, mock-ups and recurring workmanship concerns.Require Resident Engineers to address systemic or high-risk quality issues promptly and verify that corrective actions are effective before closeout.Coordinate technical reviews or specialist support where a project issue exceeds the capability or authority available within the site team.Monitor readiness for snagging, de-snagging, testing and commissioning, as-built records, operation and maintenance manuals, warranties, authority completion and handover. Health Safety and Environment OversightReinforce Jouzy's HSE expectations across all supervision projects and ensure Resident Engineers and HSE personnel actively monitor contractor compliance with project procedures and applicable legal requirements.Review significant safety observations, stop-work events, incidents and overdue corrective actions, and escalate matters that present material risk to people, projects or Jouzy.Focus management attention on high-risk activities such as lifting, work at height, excavations, confined spaces, temporary works, energisation and simultaneous operations.Participate in selected HSE walks, audits and incident reviews, and verify that lessons learned are communicated and applied across relevant projects.Commercial Contract and Change OversightEnsure project teams maintain reliable records and provide timely technical input for payment assessments, variations, claims, extensions of time and final account reviews.Review significant change events and potential claims with Resident Engineers, and ensure matters with cost, time, legal or reputational implications are promptly escalated to the Head of Buildings and senior management.Coordinate with Jouzy's commercial and planning personnel on the technical and site substantiation of major contractor claims and client instructions.Ensure no member of a supervision team directs additional or changed work, accepts liability or makes a contractual commitment outside the applicable written authority.Management Reporting and Client RelationshipsConsolidate project information into clear management reports covering progress, resources, quality, safety, technical matters, approvals, commercial exposure, risks, decisions and required actions.Maintain an accurate portfolio dashboard and ensure each Resident Engineer keeps current project registers, photographs, records and forecasts.Escalate critical issues to the Head of Buildings and senior management with the relevant facts, contractual context, risk assessment, options and recommended action.Support senior-level client relationships, attend key meetings where management intervention is required and ensure Jouzy's communication is clear, factual, consistent and within authority.Resident Engineer and Team LeadershipSet performance expectations for Resident Engineers, review their delivery and leadership, provide coaching and address performance concerns in coordination with the Head of Buildings and HR.Review project organisation charts, deployment plans and workload, and recommend transfers, replacements, recruitment or specialist support based on project needs and contractual commitments.Promote consistent supervision, inspection, reporting, document control and escalation practices across all Resident Engineers and their multidisciplinary teams.Develop succession and continuity plans for key project roles and facilitate the transfer of lessons learned and effective practices between teams. Qualifications and ExperienceBachelor's degree in Civil Engineering or a closely related discipline from a recognised university.Professional registration or chartered status with a recognised engineering or construction institution is preferred.Must be registered with the Dubai Municipality (DM) and a recognised society or institution of engineers.Typically 20 years or more of relevant building construction and consultancy experience, including substantial senior leadership responsibility across multiple site supervision projects.Demonstrated experience managing Resident Engineers and multidisciplinary supervision teams on complex building developments such as high-rise, residential, hospitality, commercial, mixed-use or institutional projects.Strong knowledge of FIDIC and other construction contracts, Engineer and consultant responsibilities, delegated authority, quality systems, programme control, change management, claims support, testing, commissioning and handover.Significant UAE or GCC experience is strongly preferred, including familiarity with local authority requirements, permitting, utilities and building construction practices.Proven ability to manage several projects concurrently, challenge senior project leaders constructively and maintain effective relationships with clients, contractors and stakeholders.
