Head of Engineering Department

Our client, a leading international engineering and infrastructure organisation, is seeking a Head – Engineering to lead its Design & Engineering function for its Water Business.This is a senior technical leadership role responsible for engineering strategy, standardisation, and delivery excellence across a portfolio spanning desalination, water/wastewater treatment, reuse, pumping stations, pipelines, and distribution infrastructure.What You'll DoSet engineering strategy, standards, and best practices across all water-sector projects, aligned to business growth plans.Lead multidisciplinary engineering teams —- Process, Civil & Structural, Mechanical, Electrical, Instrumentation & Control, Pipeline, Hydraulic Modelling, and BIM/Digital Engineering.Provide engineering leadership across EPC, Design-Build, BOOT, and PPP project structures, ensuring deliverables meet schedule, budget, and quality targets.Lead technical evaluation and engineering input on bids and proposals, including specifications, RFPs, and BOQs.Drive adoption of BIM, AI-assisted design tools, and engineering automation to advance digital transformation.Act as the organisation's senior technical representative with clients, consultants, regulators, and technology licensors.Build and mentor a high-performing engineering organisation, with a focus on succession planning and technical capability development.Champion quality, HSE, and regulatory compliance throughout design and execution.What We're Looking ForBachelor's degree in Civil, Mechanical, Environmental, Chemical, or Water Resources Engineering.18–25 years of experience in water and wastewater infrastructure projects, including a minimum of 8–10 years in senior engineering leadership.Proven track record delivering large-scale EPC, Design-Build, Desalination, WTP, WWTP, pumping station, and pipeline projects.Master's degree in Engineering, Water Management, or Business Administration is a plus.Professional Engineer / Chartered Engineer registration is a plus.Middle East / GCC project experience is a plus.Why JoinShape the engineering backbone of major water infrastructure programmes across the region, with direct influence on technical strategy, digital transformation, and the growth trajectory of a major EPC water business in one of the world's most active desalination and water-infrastructure markets.Sector: Desalination, Water Infrastructure, EPC
