Head of Facilities Management - UAE National

Job Purpose:Lead and oversee the planning, maintenance, development, and operational management of the Ministry’s buildings and facilities portfolio, ensuring the safety, sustainability, functionality, and readiness of all assets. The role is responsible for managing maintenance programs, civil and architectural projects, building rehabilitation initiatives, Occupational Health, Safety and Environment (OHSE) systems, and sustainability initiatives across the Ministry’s facilities. The position ensures compliance with regulatory requirements, effective utilization of resources, and continuous improvement of the built environment in support of the Ministry’s strategic objectives.Key ResponsibilitiesDevelop, implement, and oversee annual preventive and corrective maintenance plans to ensure the Ministry’s buildings and facilities remain safe, sustainable, efficient, and operationally readyAssess and evaluate the building, space, and infrastructure requirements of all organizational units and recommend appropriate facilities solutions to support operational needsPrepare technical specifications, engineering standards, scopes of work, and cost estimates for maintenance, rehabilitation, renovation, and capital improvement projectsManage and oversee the execution of building development, refurbishment, and construction projects, ensuring compliance with approved designs, quality standards, budgets, and project timelinesCoordinate and liaise with government entities, consultants, contractors, service providers, and other stakeholders to ensure effective project delivery and facilities operationsMaintain accurate and up-to-date records, databases, drawings, asset inventories, and reports related to the Ministry’s buildings, facilities, and infrastructurePlan and conduct periodic inspections and condition assessments of buildings and facilities to identify maintenance requirements, safety concerns, and opportunities for improvementLead the implementation, monitoring, and continuous improvement of the Occupational Health, Safety, and Environment (OHSE) Management System in accordance with applicable regulations and international best practicesDevelop and implement sustainability programs, green building initiatives, and environmental management practices to improve resource efficiency and reduce environmental impactReview findings from internal and external audits, inspections, and assessments, and ensure the development and implementation of corrective and preventive action plansPrepare annual operational plans, budgets, and key performance indicators (KPIs) for Facilities Management and OHSE functions, and monitor performance against established objectivesMonitor contractor and service provider performance to ensure compliance with contractual obligations, service level agreements, quality standards, and safety requirementsProvide technical expertise and recommendations on facilities planning, asset lifecycle management, building upgrades, and infrastructure enhancement initiativesIdentify, evaluate, and implement innovative technologies, systems, and best practices to enhance operational efficiency, sustainability, safety, and overall facility performanceEnsure compliance with applicable UAE regulations, building codes, health and safety requirements, environmental standards, and Ministry policies and proceduresExperience & Qualification:Bachelor's Degree in Civil Engineering from an accredited universityMinimum 10 years of relevant experience in facilities management, civil engineering, building maintenance, construction, or infrastructure projectMinimum 5 years of leadership experience managing facilities, maintenance operations, engineering teams, or construction projectProven experience in managing multiple buildings, facilities, or large-scale property portfolioStrong experience in civil works, building rehabilitation, renovation, and construction project management.Preferred Certification:Project Management Professional (PMFacilities Management Professional (FMP) or Certified Facility Manager (CFNEBOSH, IOSH, or equivalent Occupational Health and Safety certificationISO 45001 and ISO 14001 Lead Auditor/Implementer certificationSustainability or Green Building certifications such as LEED, Estidama, or equivale
