About the Role

You will build and own the group's offer catalogue, turning our capabilities into clear, market-ready, commercially sound offers. You will work closely with our business sectors, marketing, and sales leaders to launch them, and you will have the mandate to build this function from the ground up.What You Will DoSet the offer strategy and a 3-year roadmap across all of the group's capabilitiesPlan new offers based on market and client needs, with a clear problem, value, scope, and engagement modelSet the standards every offer must meet, and run the launch gate before offers go to marketDesign integrated offers that combine several capabilities into one proposition for the clientDefine offer components, pricing logic, and billable milestones with clear acceptance criteriaFollow up on offer development with business sectors, and escalate early when neededTrack win rates and margins, and decide when to refresh, bundle, or retire offersMonitor government programs, regulations, and competitors, and share regular market insightsBuild and lead a small, high-quality teamWhat You Bring15+ years of total experience, including 8+ years leading an offering, portfolio, solutions, or practice function5+ years working with Saudi government entities, municipalities, or Vision 2030 programsOffers across at least two of: consulting, IT and digital solutions, infrastructure and cybersecurity, managed services and BPOProven commercial ownership of an offer portfolio, with a track record of offers that won and made marginExperience leading a team of 5+ professionalsStrong knowledge of Saudi government procurement, Etimad, and the regulatory context (NCA, PDPL, local content)Ability to lead through influence in a matrix organizationExecutive-quality writing and presentation skillsBachelor's degree in Engineering, Computer Science, Business, or a related field (MBA or Master's preferred)Fluent in Arabic and EnglishInterested or know someone great for this role?
