Head of Projects / Operations Director

Job SummaryWe are seeking a highly experienced Construction Operations Director to lead and oversee the successful execution of the Company's construction projects across the UAE.The successful candidate will be responsible for managing the complete project lifecycle from tender and pre-construction through execution, handover, and close-out, ensuring projects are delivered safely, on time, within budget, and to the highest quality standards.This role requires a strategic leader with extensive experience in managing multiple large-scale projects, leading multidisciplinary teams, driving operational excellence, and maintaining strong relationships with clients, consultants, subcontractors, and government authorities. Key ResponsibilitiesTender & Pre-ConstructionParticipate in tender reviews and pre-construction planning. Review drawings, BOQs, specifications, and project scope. Evaluate construction methodology, sequencing, logistics, and resource planning. Identify scope gaps, technical risks, and value engineering opportunities. Support tender strategy and project planning. Project & Operations ManagementLead the execution of multiple construction projects across the UAE. Develop project execution plans and monitor overall project performance. Ensure projects are delivered safely, on schedule, within budget, and according to company quality standards. Oversee project planning, scheduling, budgeting, and resource allocation. Monitor cash flow, cost control, project progress, and commercial performance. Manage project variations, claims, and contractual matters. LeadershipLead and mentor Project Directors, Project Managers, Construction Managers, Technical Managers, and MEP teams. Coordinate with Planning, Procurement, Commercial, Cost Control, Finance, Contracts, and QHSE departments. Drive accountability, operational excellence, and continuous improvement throughout the projects organization. Technical OversightReview construction methodologies and temporary works. Oversee shop drawings, material submittals, and technical approvals. Resolve major technical and construction challenges. Ensure effective coordination between Civil, Structural, Architectural, and MEP disciplines. Client & Commercial ManagementBuild and maintain strong relationships with clients, consultants, subcontractors, and stakeholders. Lead project progress meetings. Monitor commercial performance including budgets, margins, cash flow, and profitability. Resolve disputes and contractual issues in coordination with Contracts and Legal teams. Quality, Safety & ComplianceEnsure full compliance with ISO standards and Company QHSE requirements. Maintain compliance with UAE Authorities and regulatory requirements. Promote a strong safety culture and continuous quality improvement across all projects. Project Close-OutOversee project handover, snagging, de-snagging, final accounts, as-built documentation, warranties, and DLP management. Ensure lessons learned are captured and implemented across future projects. RequirementsBachelor's Degree in Civil Engineering or a related discipline. Master's Degree or PMP certification is preferred. Minimum 15 years of experience in construction project and operations management. Proven experience managing multiple large-scale construction projects within the UAE. Strong knowledge of construction methodologies, project planning, budgeting, cost control, contracts, and risk management. Excellent leadership, communication, negotiation, and stakeholder management skills. Strong commercial awareness and decision-making ability. Experience with construction management software and BIM platforms is preferred. PMP, FIDIC, or equivalent certification will be an advantage.
