Head of Telecom Procurement

Company Description: Minsk Technologies (Pvt) Limited is a Pakistan-based telecom and procurement solutions company focused on technical sourcing, tender participation, vendor management, telecom equipment supply and end-to-end procurement support.We are seeking a senior industry professional to lead our procurement and commercial activities and help establish long-term relationships with telecom operators, infrastructure providers, OEMs, manufacturers and suppliers.Role Overview: The Head of Telecom Procurement will lead the company’s procurement, sourcing, tendering and vendor-development activities.This is a senior leadership role for an experienced telecom professional with strong knowledge of Pakistan’s telecommunications sector, established industry relationships and hands-on experience managing tenders, commercial negotiations and technical procurement.The successful candidate will work closely with company leadership to identify opportunities, prepare competitive submissions and build the systems and relationships required to grow the business.Key Responsibilities:• Lead telecom procurement, strategic sourcing and supplier management activities.• Identify relevant tenders, RFQs, RFPs and commercial opportunities.• Manage the preparation and submission of tender documents, quotations, technical proposals and vendor-registration forms.• Develop relationships with telecom operators, infrastructure providers, OEMs, distributors, contractors and suppliers.• Use industry knowledge and professional relationships to support business development and opportunity generation.• Evaluate suppliers and negotiate pricing, contracts, payment terms and delivery schedules.• Coordinate technical and commercial requirements between customers, suppliers and internal teams.• Ensure submissions meet customer specifications, compliance requirements and deadlines.• Develop supplier databases, procurement policies, tender trackers and internal processes.• Support project execution from opportunity identification through sourcing, supply and delivery.• Build and manage the procurement and technical team as the company grows.Candidate Requirements:• Minimum 15 years of relevant experience, with preference given to candidates with 20+ years in telecom procurement, supply chain, sourcing, contracts or commercial management.• Previous experience with a major telecom operator, OEM, infrastructure provider, equipment vendor or telecom contractor.• Strong experience preparing and managing tenders, RFPs, RFQs, quotations and vendor-registration documentation.• Established professional relationships within Pakistan’s telecom sector.• Understanding of telecom equipment, infrastructure and technical procurement requirements.• Proven experience in supplier evaluation, contract negotiation and commercial decision-making.• Ability to independently manage opportunities from identification through submission and execution.• Strong leadership, communication, negotiation and stakeholder-management skills.• Bachelor’s degree in Engineering, Telecommunications, Supply Chain, Business or a related field.Experience with organisations such as Jazz, Mobilink, PTCL, Ufone, Telenor Pakistan, Zong, Huawei, Ericsson, Nokia, Siemens or major telecom contractors will be highly valued.Senior professionals who are currently consulting, transitioning from corporate roles or recently retired are also encouraged to apply.What We Offer:• Senior leadership role with the opportunity to shape the company’s procurement and commercial strategy.• Competitive compensation based on experience and industry background.• Performance-based incentives linked to successful business and project outcomes.• Potential long-term leadership opportunity for an exceptional candidate.
