This role ensures that all site activities—particularly high-risk tasks inherent to tower construction, such as working at heights, heavy lifting, façade installation, and formwork operations—adhere to company HSE policies, statutory local regulations (e.g., ADOSH / OSHAD, Dubai Municipality / Civil Defence), and international standards (ISO 45001, OSHA).Key Responsibilities1. High-Rise Site Inspection & Hazard MonitoringConduct rigorous daily walkthroughs of tower floors, perimeter protection systems, and loading platforms to identify and mitigate safety hazards.Inspect and verify fall prevention and protection controls, including perimeter safety netting, edge guardrails, vertical lifelines, safety harnesses, and floor opening covers.Monitor weather and wind speeds continuously during high-altitude operations, enforcing stop-work conditions for tower cranes, hoists, and external suspended scaffolding/cradles during high wind or severe weather.Supervise edge-protection safety during concrete pour operations, slipform/climbing formwork, and façade panel installations on upper floors.2. High-Risk Work Permits & Operational ComplianceAudit and enforce the Permit to Work (PTW) system for high-risk activities, including working at height, hot work, confined space entry, heavy lifting, and energized electrical setups.Supervise the safe erection, alteration, and dismantling of external scaffolding, passenger/material hoists, and climbing formwork, ensuring sign-off tags (Scafftag system) are up to date.Inspect rigging, rigging hardware, tower cranes, and mobile cranes prior to critical lifts; ensure certified riggers and banksmen control all lifting zones.3. Emergency Preparedness & High-Altitude Rescue PlanningAssist in developing and implementing site-specific Emergency Response & Evacuation Plans, tailored to multi-story evacuation challenges.Organize regular fire drills, high-altitude rescue simulations, and evacuation drills in coordination with local authorities (e.g., Civil Defence).Verify that temporary fire suppression standpipes, fire extinguishers, emergency lighting, and clear escape routes are maintained on all completed and active upper levels.4. Subcontractor Oversight & Workforce Safety TrainingConduct comprehensive HSE Inductions for new workers, sub-consultants, contractors, and site visitors.Deliver daily or weekly site-level Toolbox Talks (TBT) focused on high-rise hazards (e.g., dropped objects, edge protection, dust/noise, heat stress management).Monitor subcontractor compliance with company safety standards, issuing formal corrective action requests (CARs) or stop-work orders for dangerous practices.5. Incident Investigation, Reporting & ComplianceImmediately investigate any site incidents, near-misses, dangerous occurrences, or property damage to establish root causes and recommend preventive controls.Maintain comprehensive site logs, daily inspection logs, hazard observation records, and accident reports for management and authority review.Coordinate with site first-aid personnel and medical clinics regarding any workplace injuries.Required Qualifications & CertificationsEducation: Diploma or Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Civil Engineering, or a related discipline.Mandatory HSE Certifications:NEBOSH International General Certificate (IGC) in Occupational Health & Safety.Valid local safety practitioner registration (e.g., ADOSH / OSHAD Grade B/C in Abu Dhabi, DM / Civil Defence approval in Dubai, or equivalent regional statutory card).Supplementary Training / Certificates:Certified Working at Heights & Fall Protection Trainer / Inspector.Scaffolding Inspection Certification (OSHA / CISRS or equivalent).First Aid & CPR Certification.ISO 45001 Internal Auditor certification (Preferred).Experience & CompetenciesTotal Experience3 to 7 years of dedicated HSE site experience in civil building construction.High-Rise SpecializationMinimum 2–3 years specifically on high-rise commercial/residential towers (30+ floors).Technical ExpertiseDeep knowledge of tower crane operations, material hoists, climbing systems, falling object protection, and high-rise evacuation logistics.Regulatory KnowledgeThorough understanding of local labor laws, Civil Defence fire safety codes, municipal construction guidelines, and international frameworks (OSHA / ISO 45001).Language SkillsFluent in English (spoken and written); proficiency in Hindi, Urdu, or Arabic is highly advantageous for labor force communication.
