Apply & track with Apply EdgeJob PurposeTo lead and oversee all talent acquisition and hiring processes, fulfilling the company's operational and strategic staffing needs. The Recruitment Manager develops talent acquisition strategies, optimizes recruitment channels, streamlines candidate onboarding, and builds strategic partnerships to secure top talent in a timely and cost-effective manner.Key ResponsibilitiesPlanning & Strategy:Participate in developing and updating the annual manpower plan in coordination with department managers and approved budgets.Formulate talent acquisition strategies and select optimal recruitment platforms and channels.Track and analyze recruitment KPIs (Time-to-Hire, Cost-per-Hire, Quality-of-Hire).Recruitment Operations & Screening:Oversee job postings on relevant job portals (e.g., LinkedIn, national employment portals like "TAQAT," and the company career page).Supervise resume screening, initial interviews, and technical assessments in collaboration with department heads.Coordinate interview schedules and consolidate panel recommendations.Job Offers & Contracting:Draft and review employment offers and contracts in compliance with salary scales, grade structures, and internal policies.Negotiate job offers and start dates with final candidates.External Partnerships & Stakeholder Management:Manage relationships with recruitment agencies and international staffing vendors when required.Establish strategic partnerships with universities and educational institutions, and participate in career fairs.Compliance & Governance:Ensure full compliance with Saudi Labor Law, Ministry of Human Resources guidelines, nationalization mandates (Nitaqat), and contract authentication on the Qiwa platform.Oversee medical screenings, background checks, and hiring document submission for new hires in coordination with the HR team.Qualifications & RequirementsEducation: Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree preferred).Certifications: Professional HR certifications are preferred (e.g., CIPD, SHRM, or PHRi).Experience: 5 to 8 years of experience in HR and recruitment, with at least 2 years in a managerial or supervisory role.Skills:Native fluency in Arabic and professional proficiency in English (spoken and written).Deep understanding of Saudi Labor Law, executive regulations, and government portals (Qiwa, TAQAT, Muqeem).Advanced interview skills, offer negotiation, and proficiency with Applicant Tracking Systems (ATS).Excellent leadership and interpersonal skills to build trust with executives and candidates.
