Reports to: General Manager / Executive ManagementAbout the roleWe are looking for a hands-on HR & Administration Manager to independently manage the full HR function of a growing Saudi company.This is a one-person HR function. The successful candidate must be comfortable handling both strategic and day-to-day HR responsibilities personally, without depending on a large HR team.The role covers recruitment, employee relations, performance management, HR operations, government platforms, policies, contracts, payroll coordination, disciplinary matters, and general administration.We are looking for someone practical, organised, responsive, and capable of dealing confidently with employees and management.Key responsibilitiesRecruitment and workforce planningManage the full recruitment process from job description through hiring and onboarding.Source and screen candidates, conduct initial interviews, coordinate management interviews, and complete offers.Improve the quality and speed of hiring decisions.Maintain a pipeline for frequently required positions.Work with management to identify staffing needs and define role requirements.Manage onboarding and probation follow-up for new employees.HR operationsPrepare and maintain employment contracts, employee records, letters, warnings, salary changes, promotions, and other HR documentation.Maintain accurate employee files and HR records.Manage attendance, leave, vacations, absences, and employee status changes.Coordinate monthly payroll inputs with finance and verify HR-related payroll information.Manage employee onboarding and offboarding processes.Ensure final settlements, clearance, documentation, and handovers are completed correctly.Saudi HR platforms and complianceManage HR-related government platforms and requirements, including Qiwa, GOSI, Mudad and other relevant systems.Ensure employment practices comply with Saudi Labour Law and company policies.Monitor contract renewals, employee documentation, Saudization requirements, and other regulatory obligations.Keep management informed of important regulatory changes or HR risks.Employee relations and performanceHandle employee complaints, workplace issues, conflicts, and disciplinary matters.Conduct investigations when required and document outcomes properly.Prepare warnings and disciplinary actions in accordance with company policy and Saudi regulations.Support managers in addressing poor performance.Build and maintain practical performance-management processes and employee KPIs.Follow up on probation evaluations and periodic performance reviews.Recommend development, promotion, restructuring, or termination when appropriate.Policies and organisational developmentDevelop and maintain practical HR policies, procedures, job descriptions, and employee guidelines.Help define reporting lines, responsibilities, and organisational structure as the company grows.Improve HR processes using technology and automation where appropriate.Identify recurring people problems and recommend practical solutions.Support management in building a culture of accountability, ownership, professionalism, and performance.AdministrationHandle general employee-related administrative requirements.Coordinate insurance, employee documentation, letters, certificates, and internal administrative requests.Maintain organised records and ensure important HR deadlines are not missed.Support management with other administrative responsibilities when required.Required qualificationsMinimum 3–5 years of hands-on HR experience.Experience independently handling multiple areas of HR rather than specialising in only one function.Strong recruitment and candidate-assessment experience.Practical knowledge of Saudi Labour Law and local HR practices.Hands-on experience with Qiwa, GOSI, Mudad, and relevant Saudi government platforms.Experience handling employee relations, disciplinary matters, contracts, onboarding, offboarding, and performance management.Strong Arabic and professional English.Strong organisation, documentation, communication, and follow-up skills.Comfortable working directly with management in a startup, SME, or fast-moving environment.Preferred qualificationsPrevious experience as the sole HR person or primary HR contact in an SME or startup.Experience building HR processes from the ground up.Experience recruiting operational, technical, administrative, and management positions.Familiarity with HR systems, automation, and AI-assisted HR workflows.Experience supporting organisational restructuring and performance improvement.Saudi national preferred.The person we are looking forWe need someone who takes ownership of HR rather than simply processing requests.The right person can identify a hiring need, source candidates, challenge a weak hiring decision, prepare the contract, onboard the employee, follow their performance, handle problems when they arise, and manage the eventual exit if necessary.They should be comfortable switching in the same day between interviewing candidates, handling an employee issue, updating Qiwa, preparing a warning letter, reviewing attendance, and discussing workforce needs with management.This role is best suited to someone who enjoys building and running an HR function hands-on and wants responsibility for the full employee lifecycle rather than a narrow HR specialty.
