قدّم وتابع مع أبلاي إيدجPURPOSE / OBJECTIVE (OF THIS POSITION): The People & Culture Assistant Manager – Employee & Labor Relations and General Affairs is responsible for maintaining a fair, compliant, safe, and well-managed workplace.The role leads employee and labor relations matters, including grievance handling, workplace investigations, disciplinary cases, labor compliance, and management guidance. It also oversees general affairs and administrative services and serves as the lead for the company’s Occupational Safety and Health programs.The position works closely with business leaders, employees, government agencies, legal counsel, safety officers, first aiders, and service providers to protect employee rights, maintain workplace safety, ensure regulatory compliance, and support efficient business operations.JOB RESPONSIBILITIES: Employee and Labor RelationsDevelop, review, and implement employee relations policies and procedures.Manage employee complaints, grievances, workplace conflicts, and disciplinary cases.Lead workplace investigations and ensure compliance with due process, company policies, and Philippine labor laws.Prepare and review notices, investigation reports, case summaries, decisions, and other ER/IR documents.Guide managers in handling employee concerns, attendance issues, conflict resolution, coaching, and performance documentation.Coordinate with legal counsel on complex or high-risk cases.Support labor inspections, mandatory conferences, hearings, and proceedings before DOLE, NLRC, and other government agencies.Maintain accurate and confidential case records and recommend preventive or corrective actions.Monitor the consistent implementation of the Employee Handbook and Code of Discipline.General Affairs and AdministrationOversee day-to-day office administration and general affairs requirements.Coordinate facilities maintenance, repairs, housekeeping, security, utilities, and workplace services.Manage administrative vendors, service providers, contracts, billings, and payment requests.Monitor permits, licenses, registrations, and other administrative compliance requirements.Maintain records of company assets, office equipment, supplies, uniforms, access cards, and administrative accountabilities.Coordinate administrative arrangements for meetings, activities, travel, and special projects.Monitor the General Affairs budget and recommend cost-saving and process-improvement measures.Ensure company facilities remain safe, organized, and suitable for employees and business operations.Occupational Safety and HealthLead the development, implementation, and monitoring of the company’s OSH Program.Ensure compliance with DOLE Occupational Safety and Health Standards and other applicable regulations.Lead and coordinate the Health and Safety Committee, including meetings, reports, and action plans.Ensure the required appointment and training of Safety Officers, First Aiders, and other OSH personnel.Coordinate safety orientations, training, drills, inspections, risk assessments, and emergency-preparedness activities.Monitor workplace hazards and ensure timely corrective and preventive actions.Lead or coordinate investigations of workplace accidents, injuries, illnesses, and near-miss incidents.Maintain OSH records and ensure timely submission of statutory reports.Coordinate with Operations, Facilities, Academy, medical providers, and government agencies on workplace safety requirements.Promote a proactive safety culture across HQ and outlet locations.Supporting ResponsibilitiesSupport managers in handling performance concerns, coaching documentation, PIPs, and probationary employment cases.Draft and review official People & Culture policies, memoranda, advisories, and employee communications.Prepare regular reports on ER/IR cases, labor compliance, OSH, facilities, administrative costs, and vendor performance.Identify risks, recurring concerns, and process gaps and recommend appropriate improvements.Perform other related duties that may reasonably be assigned based on business requirements.JOB AUTHORITIESThe position may:Conduct workplace investigations and facilitate administrative conferences.Request relevant records, statements, and supporting documents.Recommend corrective or disciplinary action, subject to the approval of the Head of People & Culture.Lead OSH Committee meetings and require corrective action for identified workplace hazards.Coordinate with legal counsel, government agencies, vendors, and service providers upon authorization.Escalate significant employee relations, legal, safety, and administrative risks to management.QUALIFICATIONSBachelor’s degree in Human Resources, Psychology, Business Administration, Legal Management, or a related field.At least eight years of progressive HR experience, with strong exposure to employee relations, labor relations, general affairs, or OSH.Previous supervisory or team leadership experience is preferred.Strong knowledge of Philippine labor laws, due process, disciplinary procedures, and OSH requirements.Experience in workplace investigations, grievance handling, labor compliance, facilities administration, or vendor management.Strong communication, documentation, conflict-resolution, analytical, and problem-solving skills.Highly organized, detail-oriented, professional, and capable of handling confidential information.Proficient in Microsoft Office, Lark, HR systems, and reporting tools.Experience in a multi-site food, retail, manufacturing, logistics, construction, or BPO organization is an advantage.Safety Officer training or relevant OSH certification is strongly preferred.CORE COMPETENCIESEmployee and Labor
