Apply & track with Apply EdgeWe are seeking an HR Supervisor to serve as the company's sole human resources professional, with responsibility for the full employee lifecycle from recruitment and onboarding through compliance, payroll inputs, employee relations, and exit.The company employs a large, predominantly expatriate workforce of tradesmen and technicians alongside engineers and administrative staff, so the role requires strong, hands-on command of Saudi labour law, government platforms, work permit and residency processes, and Saudization requirements — including both Nitaqat and the engineering-profession Saudization ratio.This is an operational, self-directed role suited to a professional who has run HR in a contracting environment rather than administered it in a large corporate function. Key AccountabilitiesRecruitment & Onboarding Manage recruitment for all levels, from tradesmen and foremen to engineers and administrative staff. Coordinate overseas recruitment of tradesmen, including visa issuance, recruitment agency management, and arrival processing. Screen, shortlist, and coordinate interviews; prepare offer letters within approved budgets. Deliver structured onboarding, including contracts, medical insurance enrolment, and site safety induction.Government Platforms & Compliance Manage all transactions on Qiwa, Muqeem, GOSI, Mudad, and related government platforms. Ensure employment contracts are documented and authenticated on the relevant platforms. Track and renew residency permits, work permits, and medical insurance before expiry; process exit/re-entry and final exit visas. Ensure every employee is registered in GOSI under an accurate occupational title and wage.Saudization Management Monitor the Nitaqat band continuously and forecast the impact of every hire and exit before it occurs. Monitor the engineering-profession Saudization ratio; verify that each Saudi engineer meets the minimum registered wage and holds professional accreditation. Advise management on hiring sequence to avoid band deterioration during transitions. Identify and apply for available government employment support programmes.Payroll Inputs & Employee Records Prepare monthly payroll inputs covering attendance, overtime, leave, deductions, and new joiners and leavers. Maintain complete personnel files, both physical and digital, for all employees. Calculate end-of-service settlements, leave balances, and ticket entitlements in line with labour law and company policy.Employee Relations & Discipline Administer disciplinary procedures and grievance handling in accordance with Saudi labour law and company regulations. Represent the company in labour disputes and coordinate with legal advisors where needed. Monitor labour accommodation standards and address welfare issues affecting the trade workforce. Policies, Performance & Development Draft and maintain HR policies, including leave, overtime, attendance, and disciplinary rules. Coordinate the annual performance appraisal cycle and maintain appraisal records. Identify training needs and coordinate mandatory safety and technical training.HR Reporting Report monthly on headcount, Saudization, turnover, recruitment status, and document expiries. Maintain a forward schedule of residency, permit, contract, and probation dates.Other Perform any other duties reasonably required by the General Manager that are consistent with the scope of this role. Job SpecificationsIndustry: General Contracting / Facility Management / Engineering Consultancy.Experience:▸ 6 to 8 years of HR experience, including at least 2 years as the lead or sole HR professional for an operating company▸ Experience must have been gained in contracting, construction, engineering consultancy, or facility management environments▸ Demonstrated experience working alongside a large, multi-national workforce of engineers, technicians, and tradesmen▸ Direct, hands-on experience recruiting and administering expatriate tradesmen and technicians, including visa and residency processes▸ Demonstrated experience managing Saudization compliance, including Nitaqat.
