HSE Manager - Construction

Job PurposeTo lead and manage all health, safety, and environmental functions across construction site operations, ensuring full compliance with statutory regulations, company HSE policies, and international best practices, while fostering a strong safety culture among workers, subcontractors, and stakeholders.Key ResponsibilitiesSafety Planning & ComplianceDevelop, implement, and maintain the project HSE Management Plan in line with local regulations and international standards (ISO 45001, OSHA, etc.)Ensure compliance with all applicable labor, safety, and environmental lawsPrepare and update Risk Assessments, Method Statements (RAMS), and Permit-to-Work systemsSite Safety ManagementConduct regular site inspections, audits, and safety walkthroughsIdentify hazards and implement corrective/preventive actionsMonitor high-risk activities (working at height, excavation, lifting operations, confined space, hot works)Oversee PPE compliance and enforce safety standards among all site personnel and subcontractors.Incident ManagementLead investigation of accidents, incidents, and near-missesPrepare root cause analysis and corrective action reportsMaintain incident/accident statistics (LTIFR, TRIR) and report to managementTraining & AwarenessConduct toolbox talks, safety inductions, and training programsDevelop competency matrices and ensure workforce certification (first aid, fire safety, working at height, etc.)Promote a proactive safety culture across all levels of the projectDocumentation & ReportingMaintain HSE records, registers, and statutory documentationPrepare daily/weekly/monthly HSE reports for management and clientsLiaise with regulatory authorities, auditors, and third-party inspectorsEmergency PreparednessDevelop and test Emergency Response Plans (fire, medical, evacuation)Coordinate emergency drills and ensure readiness of site emergency teamsEnvironmental ManagementMonitor waste management, dust control, noise levels, and environmental compliance on siteImplement sustainability and environmental protection measuresQualifications & RequirementsEducationBachelor's degree in Engineering, Occupational Health & Safety, or related fieldCertifications (any of the following preferred)NEBOSH IGC / NEBOSH DiplomaIOSH Managing SafelyOSHA 30/OSHA 500Lead Auditor ISO 45001 / ISO 14001First Aid & Fire Safety certificationExperience12–15+ years of HSE experience, with at least 5 years in a managerial roleProven background in construction/infrastructure projects (buildings, roads, bridges, MEP, or industrial projects)Experience handling large workforce and multiple subcontractors on siteSkills & CompetenciesStrong knowledge of local labor & safety laws (e.g., OSHA, local municipality regulations)Excellent leadership, communication, and interpersonal skillsAbility to conduct audits, risk assessments, and incident investigationsProficiency in MS Office and HSE reporting tools/softwareStrong decision-making and crisis-management ability
