· Participating in daily TBT (Daily Toolbox talk meeting related with daily site activities, Hazards associated with specific activity, Control measures for the specific activity and general site rules , emergency procedures, welfare facilities, emergency contact number, Assembly point locations and general PPE Requirements etc..) and HSE meetings.· Ensure the compliance of general trainings and safety induction of all personnel before site entry.· Conduct regular SITE inspections and prepare reports to HSE Manager and Construction Team for corrective actions.· Check and advice on each work plan or procedures for HSE prior to WORK commencement.· Coordinate with Client HSE/Client HSE Focal point on HSE aspects.· Ensure that site Supervisors conduct their HSE activities efficiently.· Provides technical support to Senior Management on any safety related subjects.· Advise the JOB performers related to HSE aspects for construction activities.· Ensure ADNOC road safety procedures are implemented in the project.· Execute safety programs/campaigns for locations and minimize company safety losses.· Cooperate and coordinate with Line Management staff to provide advises in safe working environment.· Handle safety assessments and deploy corrective measures to minimize hazard risk profile.· Ensuring the relevant documents, Method Statements, rescue plans and Task Risk assessment are available with the supervisor at site.· Ensuring welfare facilities are sufficient at the construction site.· Advising the construction team about unsafe acts and unsafe conditions and taking corrective actions.· Preparing daily observation reports and follow-up for close-outs.· Ensure the availability of all Emergency rescue arrangements and firefighting arrangements are in place and follow the emergency escape plan & procedure in case of emergency situations.· Conduct Emergency mock drill as per project requirements.· Ensure all emergency escape routes are clear from any obstructions at all times & availability emergency escape route signages.· Inspect all emergency rescue equipment’s & Firefighting equipment’s periodically.· Address employee safety concerns and ensuring workplace safety.· Coordination of hazardous waste management.· Establishing safety standards and policies and training related to the job.· Monitoring and compliance of Permit to Work Management System (PTW-WMS permit procedure).· Report & record all accident/ incident & near miss to the management and participate in accident investigation.· Identify potential hazards and implement control measures to reduce the risks. · Record injuries or illnesses that occur at work in order to identify potential hazards or patterns of unsafe behaviour.Any other responsibilities will be assigned to you by the management. Outcomes:- Ensure compliance with health, safety, and environmental regulations and standards.- Conduct risk assessments and implement controls to mitigate identified risks.- Implement measures to prevent accidents, incidents, and occupational hazards.- Assist in the development and maintenance of emergency response plans and procedures.- Participate in the development and delivery of HSE training programs.- Conduct regular inspections and audits to identify non-compliance issues and hazards.- Maintain accurate documentation of safety-related data and prepare reports.- Collaborate with other departments, project teams, contractors, and stakeholders to promote a safety culture.- Contribute to the continuous improvement of HSE practices and processes.- Inform higher management and the HR department if any malpractices, misconduct, or illegal procedures are taking place or involved. - Maintain the monthly documentations of lessons learned, reports, and training records for staff members, and ensure the ongoing improvement and compliance.Qualifications & Requirements· Bachelor’s Degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field. · Minimum 3–5 years of relevant HSE experience in construction, civil works, marine, oil & gas, or industrial projects, preferably within the UAE. · Preferred/desirable with experience working on ADNOC projects or ADNOC-approved sites · NEBOSH IGC or equivalent internationally recognized HSE qualification is preferred. · IOSH Managing Safely or equivalent safety certification is an advantage. · Valid First Aid and CPR certification. · Training/certification in Fire Fighting, Emergency Response, Incident Investigation, Risk Assessment, and Permit to Work (PTW) is preferred. · Strong knowledge of UAE HSE legislation, occupational health and safety requirements, environmental regulations, and applicable industry standards. · Good understanding of ADNOC HSE requirements, HSE Management Systems, Life Saving Rules, and ADNOC road safety requirements. · Knowledge of Risk Assessment, Job Safety Analysis (JSA), Task Risk Assessment (TRA), Method Statements, and Safe Work Procedures. · Practical knowledge of Permit to Work (PTW) systems, including hot work, confined space, work at height, excavation, lifting operations, and other high-risk activities. · Knowledge of emergency preparedness, evacuation procedures, rescue plans, firefighting arrangements, and emergency drills. · Experience in conducting site inspections, safety audits, toolbox talks, HSE observations, incident/near-miss investigations, and corrective action follow-up. · Ability to identify unsafe acts, unsafe conditions, hazards, and environmental risks and recommend effective control measures. · Strong knowledge of PPE requirements, working at height, scaffolding, lifting operations, excavation, electrical safety, confined space, and construction safety practices. · Knowledge of hazardous waste management and environmental controls relevant to construction activities. · Proficient in preparing HSE reports, inspection reports, incident reports, risk assessments, training records, and safety statistics. · Good communication and interpersonal skills, with the ability to effectively coordinate with site management, supervisors, workers, clients, contractors, and HSE representatives. · Ability to work independently in a high-risk construction/site environment and demonstrate strong safety leadership. · Strong problem-solving, observation, investigation, and decision-making skills. · Candidates must be willing to work at project/site locations and comply with project-specific HSE requirements.
