HSE Officer / Site HSE Coordinator

Job Responsibility :1. Permit to Work (PTW) Management Act as, or directly support, PAC's Permit Issuer and Permit Receiver roles across all applicable permit types: Confined Space, Working at Height, Lifting, Electrical, Cold Work, Hot Work, Utilities, Road Closures, Excavation, Digging, Night Work, and Isolation/LOTO.Prepare and submit PTW packages (with RAMS and supporting documents) to the client's PTW coordination authority within the required lead time ahead of work start, per the site's approval workflow.Conduct joint site inspections with the Permit Receiver before and after work execution, ensure toolbox talks/start cards are completed daily, and support the site's minimum daily inspection requirements.Ensure permits are properly closed out, isolations/LOTO removed, and signed documentation returned to the site PTW coordination office.2. HSE Documentation and Pre-Mobilization Compliance Develop and maintain PAC's Site-Specific Health, Safety and Environment Plan aligned with local regulatory requirements and ISO 45001/14001.Maintain PAC's Emergency Preparedness and Response Plan (ISO 22320-aligned) and Incident Reporting and Investigation Plan aligned with site authority requirements.Keep site organization chart, RAMS, competency certificates (working at height, flagman, fire watcher, work permit issuer/receiver, lifting/scissor lift operators, etc.), and mobilization/resource matrix current and audit-ready.Maintain equipment and tool inspection certificates (cranes, MEWPs, lifting accessories, gas detectors, lifelines) and ensure daily pre-use inspections are documented. 3. Day-to-Day Site HSE ExecutionOwn pre-shift preparation (safety start cards, toolbox talks, role assignment), site readiness verification, mid-shift monitoring (weather, rest breaks, heat stress management during summer restrictions), and end-of-shift closure documentation.Enforce PPE compliance (helmet color coding, high-visibility vests with company branding, task-specific PPE per the site PPE matrix) for all PAC personnel and subcontractors.Manage hazardous materials handling, storage, labeling, and spill response (drip trays, bunding, SDS availability) for any chemicals or flammable/combustible liquids used by PAC on site.Maintain PAC's HSE tracking board content (organization chart, emergency layout, method statements, risk assessments, certificates, signed permits, safety observations, equipment checklists) per the site's standard board format.4. Interface and EscalationServe as PAC's primary point of contact for the client's site HSE representatives and PTW coordination office — insulating PAC's engineering and operations staff from direct HSE compliance administration.Escalate any non-conformances, near-misses, or incidents immediately per the site's reporting requirements, and lead PAC's internal corrective action tracking.Attend site HSE kick-off meetings, safety meetings, and audits on PAC's behalf, briefing internal management on outcomes and required actions.Required Qualifications and ExperienceMinimum 3–5 years' HSE experience in an industrial, construction, or automotive supply chain environment; prior experience on a Middle East / GCC industrial or economic-zone site is strongly preferred.Working knowledge of ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management); familiarity with Saudi economic-zone regulatory frameworks is a strong advantage.Demonstrated experience administering Permit to Work systems, including high-risk permit categories (confined space, working at height, hot work, LOTO/isolation, lifting operations).NEBOSH IGC (or equivalent, e.g., IOSH Managing Safely) required; additional certifications in confined space, working at height, or lifting supervision are an advantage.Fluent English required for reading/completing site permit forms and HSE documentation; Arabic language ability is beneficial for coordination with local authorities.Mandarin Chinese language ability is a significant advantage, as is prior experience working within a Chinese management structure or Chinese-operated industrial/manufacturing environment — this role interfaces closely with Chinese-speaking leadership and benefits from cultural and communication fluency in that context.Strong documentation discipline — comfortable owning RAMS, method statements, inspection checklists, and compliance trackers without requiring engineering staff involvement.Also, You can forward your CV through below link for more upcoming Job vacancies: https://cv-fnrco.com
