Apply & track with Apply EdgeLocation: Riyadh, Kingdom of Saudi Arabia Employment Type: Full-Time Industry: General Contracting – Healthcare Construction ProjectsJoin Our TeamRAM Arabia General Contracting is seeking a qualified and experienced HSE Safety Officer to join our team for the execution of a major hospital construction project in Riyadh.We are looking for a dedicated Health, Safety, and Environment professional with extensive experience in construction projects, capable of promoting a strong safety culture, ensuring full compliance with local regulations and international standards, and maintaining a safe working environment throughout all phases of the project.Position SummaryThe HSE Safety Officer will be responsible for implementing, monitoring, and enforcing all Health, Safety, and Environmental (HSE) requirements on site. The successful candidate will ensure compliance with company policies, client requirements, Saudi regulations, and international HSE standards while minimizing workplace risks and promoting a proactive safety culture.Key ResponsibilitiesImplement and monitor the Project Health, Safety, and Environmental Management System.Develop and execute HSE plans, procedures, and awareness programs.Ensure compliance with all HSE regulations by employees, subcontractors, and visitors.Conduct Risk Assessments and implement appropriate control measures.Perform routine HSE inspections and site safety audits.Monitor and close out safety observations and corrective actions.Supervise and control the Permit to Work (PTW) system.Monitor lifting operations, excavation works, confined space entry, hot works, and working at height activities.Conduct HSE induction sessions, toolbox talks, and safety training programs.Investigate incidents, accidents, and near-miss events and prepare investigation reports.Monitor the proper use of Personal Protective Equipment (PPE).Coordinate emergency response activities and evacuation procedures.Ensure firefighting equipment and emergency systems are properly maintained and readily available.Prepare HSE performance reports and present safety statistics to management.Participate in project meetings and provide professional HSE recommendations.Ensure compliance with Saudi Ministry of Human Resources regulations, Civil Defense requirements, and other applicable governmental regulations.QualificationsBachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or any related discipline.Valid membership with the Saudi Council of Engineers (where applicable).NEBOSH International General Certificate is required.IOSH Managing Safely certification is preferred.OSHA 30-Hour certification is preferred.First Aid and Fire Fighting certifications are considered an advantage.Experience RequirementsMinimum 10 years of professional experience in Health, Safety, and Environmental Management within the construction industry.Minimum 7 years of proven experience on hospital or healthcare facility construction projects.Demonstrated experience implementing HSE management systems on major construction projects.Experience coordinating with Clients, Consultants, and Government Authorities.Strong experience in incident investigation, reporting, and corrective action implementation.Technical KnowledgeThe successful candidate shall demonstrate strong knowledge of:ISO 45001 Occupational Health & Safety Management Systems.Saudi Building Code (SBC).Saudi Ministry of Human Resources and Social Development regulations.Saudi Civil Defense requirements.Ministry of Health requirements applicable to healthcare construction projects.NFPA Codes and Standards.Occupational Risk Assessment and Hazard Identification.Emergency Response and Evacuation Planning.Permit to Work (PTW) Systems.Incident Investigation and Root Cause Analysis.Construction Site Safety Management.Software RequirementsCandidates should have practical experience using the following software and digital platforms:Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Oracle Aconex, Autodesk Construction Cloud (ACC), or equivalent document management systems.Experience using digital HSE reporting platforms is considered an advantage.Core CompetenciesLeadership and safety supervision.Strong decision-making skills in emergency situations.Excellent communication and training skills.Technical reporting and documentation.Risk assessment and hazard identification.Ability to work effectively under pressure.Strong organizational and follow-up skills.Excellent command of spoken and written English.Preferred QualificationsPreference will be given to candidates with:Previous experience on Ministry of Health or Healthcare Cluster projects.Experience delivering specialized hospital projects.Additional internationally recognized HSE certifications.Proven record of achieving excellent HSE performance and reducing workplace incidents.Work LocationRiyadh, Kingdom of Saudi ArabiaHow to ApplyQualified candidates who meet the above requirements are invited to submit their updated CV together with relevant professional certifications.Applicants must clearly mention HSE Safety Officer in the email subject line and attach a list of completed projects indicating the project value, project type, and their role in each project.Applications will only be accepted through the following official email address:osama@ram-arbia.comApplications submitted to any email address other than the official email listed above will not be considered.Applications that do not meet the minimum experience requirements, particularly the required healthcare construction experience, will not be considered.
