Role SummaryWe are looking for an experienced HSSE Manager to oversee Health, Safety, Security and Environmental (HSSE) standards across a major development and its associated events, operations, contractors, and activities in Riyadh.The successful candidate will be responsible for establishing, implementing, and monitoring HSSE policies, procedures, and systems, ensuring compliance with applicable Saudi regulations and international best practices.This is a hands-on role requiring strong experience in managing HSSE across complex projects, multiple contractors, large teams, events, and high-footfall environments.Key ResponsibilitiesLead the implementation and management of HSSE policies, procedures, and standards across the project.Develop and maintain comprehensive HSSE plans, procedures, risk assessments, and emergency response plans.Ensure compliance with Saudi Arabian health, safety, environmental, and security legislation and applicable international standards.Conduct regular site inspections, audits, risk assessments, and compliance reviews.Identify potential hazards and implement appropriate corrective and preventive actions.Monitor the HSSE performance of contractors, suppliers, event partners, and third-party service providers.Review and approve contractor HSSE plans, method statements, risk assessments, and permit-to-work documentation.Establish and monitor emergency response, evacuation, fire safety, first aid, and incident management procedures.Coordinate with security, medical, emergency services, facilities, operations, and event teams.Lead the investigation of accidents, incidents, near misses, and other HSSE events.Prepare incident reports and ensure appropriate corrective actions are implemented and closed.Develop and deliver HSSE inductions, briefings, toolbox talks, and training programmes.Monitor environmental requirements including waste management, pollution prevention, sustainability practices, and environmental compliance.Ensure appropriate controls are in place for high-risk activities, temporary structures, construction works, events, and public-facing operations.Establish HSSE KPIs and prepare regular performance reports for senior management and stakeholders.Maintain accurate HSSE documentation, records, inspection reports, and compliance registers.Support event and operational teams in developing safe working practices and contingency plans.Provide professional HSSE advice to project leadership and key stakeholders.Promote a strong HSSE culture across employees, contractors, suppliers, and partners.Required SkillsHSSE ManagementRisk Assessment & MitigationSafety ComplianceIncident & Emergency ManagementContractor ManagementEnvironmental ManagementAudit & InspectionSecurity CoordinationStakeholder ManagementTeam LeadershipCrisis ManagementReporting & DocumentationContinuous ImprovementAvailabilityCandidates must be currently based in Saudi Arabia, preferably in Riyadh, and available to work onsite.Required Qualifications7+ years of experience in HSSE/HSE management, preferably within large-scale projects, events, construction, hospitality, entertainment, destination developments, or public-facing environments.Proven experience in a managerial HSSE role on complex, multi-stakeholder projects.Strong knowledge of health, safety, security, and environmental management systems.Experience managing HSSE requirements across multiple contractors and workstreams.Strong understanding of risk assessment, incident investigation, emergency planning, and safety compliance.Experience conducting site inspections, audits, and safety reviews.Knowledge of Saudi Arabian HSSE regulations and requirements.Experience working in high-footfall or large-scale public environments is highly desirable.Strong communication, leadership, and stakeholder-management skills.Ability to manage multiple priorities in a fast-paced project environment.Strong reporting, documentation, and problem-solving skills.Proficiency in Microsoft Office and HSSE management/reporting systems.Must currently be based in Saudi Arabia and be available to work in Riyadh.Fluency in English is required; Arabic is an advantage.Candidates with relevant professional certifications will be highly regarded, including:NEBOSHIOSHISO 45001ISO 14001ISO 9001First Aid / Emergency ResponseIncident InvestigationRisk ManagementOther recognised HSE/HSSE qualificationsExperience RequirementExperience in one or more of the following environments is advantageous:Large-scale events and festivalsDestination developmentsVisitor attractionsCultural and entertainment projectsConstruction and infrastructure projectsHospitality and tourismExhibitions and conferencesInternational sporting eventsGovernment or semi-government projectsHigh-footfall public venues
