Job Title: HSSE Manager (Health, Safety, Security & Environment Manager)As the Lead HSSE Manager for Center International Group on the Dubai Al Maktoum International Airport Expansion Project, you will oversee and manage the full lifecycle of Health, Safety, Security, and Environmental operations for our work package (large-span metallic roof enclosure systems, bespoke architectural facades, and structural steel installation).

You will lead the development, implementation, and enforcement of a world-class HSSE management system compliant with UAE Federal Laws, Dubai Municipality Regulations, Dubai Civil Aviation Authority (DCAA) standards, and international Supervising Consultant (e.g., Dar / AECOM) requirements, ensuring zero major incidents, zero regulatory stop-work orders, and successful project handover.ResponsibilitiesHSSE System Setup & Consultant / Client ApprovalsLead the drafting, compilation, and submittal of comprehensive, project-specific English HSE documentation, including the HSSE Plan, Emergency Response Plan (ERP), and Risk Assessment & Method Statements (RAMS).Act as the primary HSSE liaison with the Supervising Consultant, Project Client (DAEP / Dubai Airports), and local authorities (Dubai Municipality, Civil Defence, DCAA) to defend safety strategies, secure permits to work, and obtain necessary statutory approvals.High-Risk Operations & Working-at-Height Safety GovernanceWorking at Heights (Critical Focus): Enforce rigorous safety controls tailored to large-span curved metal roofing and high-elevation facade installations—including static lifelines, safety netting, edge protection, specialized scaffolding, curved roof anti-slip systems, and MEWP (Mobile Elevating Work Platform) operations.Heavy Lifting & Hot Works: Review and sign off on complex lifting plans (crawler/mobile cranes, heavy roof truss hoisting, long-span sheet lifting) and supervise all on-site hot work and specialized rigging activities.Extreme Climate & Local Statutory Compliance (UAE Specifics)Strictly enforce the UAE Summer Midday Break Regulations and comprehensive Heat Stress Management Plans, ensuring adequate shaded rest stations, cool drinking water, electrolyte supplies, and on-site first-aid readiness.Oversee site environmental compliance, including dust control, noise mitigation, and the compliant handling and disposal of hazardous waste (adhesives, sealants, chemical solvents) in accordance with Dubai Green Airport standards.Multinational Workforce Training & Toolbox TalksConduct mandatory safety orientations, pre-task briefings, and daily Toolbox Talks (TBT) in English for a diverse, multinational workforce (Chinese, South Asian, Southeast Asian, etc.).Enforce strict compliance with international standard Personal Protective Equipment (PPE) across all work fronts and sub-tier contractors.Site Inspections, Audits & Incident Investigation ReportingLead daily HSE walk-throughs and specialized safety audits; issue and follow up on Non-Conformance Reports (HSE NCRs) and Stop Work Notices until full close-out.Maintain complete HSE logs and KPI dashboards; lead investigations into incidents and Near Misses using Root Cause Analysis (RCA), and deliver formal investigation reports in professional English with corrective and preventive action plans (CAPA).QualificationsEducationBachelor’s degree or above in Safety Engineering, Civil Engineering, Construction Management, Environmental Engineering, or a related discipline.Professional Experience (Mandatory Gateways)8–10+ years of dedicated HSE/HSSE management experience in large-scale international engineering and construction projects.Full lifecycle HSE management experience on major airport / aviation hub projects is MANDATORY.Proven track record on mega-projects within the UAE or GCC region is highly preferred.Deep technical understanding of safety protocols related to large-span metal roofing systems, building envelopes, curtain walls, and high-altitude steel structures.Professional Certifications & Regulatory KnowledgeMust hold internationally recognized safety qualifications: NEBOSH IGC / NEBOSH Diploma (Mandatory), or IOSH Managing Safely / Lead Auditor ISO 45001 / ISO 14001.Comprehensive knowledge of UAE Federal Labour Law, the Dubai Municipality Code of Construction Safety Practice, and DCAA Airside/Landside safety regulations.Required SkillsLanguage & CommunicationEnglish: Fluent / Business Proficiency (Must be able to conduct multi-party safety meetings, write formal technical RAMS, risk assessments, and executive incident reports).Proficiency in Arabic is a strong plus.Core Competencies & Soft SkillsStrong assertiveness, high ethical standards, and the authority to halt unsafe works immediately when safety redlines are breached.Exceptional cross-cultural communication, de-escalation, and stakeholder management skills to bridge expectations between international consultants and front-line multinational crews.Preferred SkillsProven track record on mega-projects within the UAE or GCC region.Proficiency in Arabic.Pay range and compensation packagePackage: Open &
