Team members contribute directly to the success of these expansions by providing high-quality, reliable services to global manufacturing clients.Role Description The Human Resources Manager is a full-time, on-site role based in Tijuana, BCN. This role is responsible for overseeing end-to-end HR operations, including recruitment, onboarding, performance management, and employee relations for manufacturing and administrative staff. The Human Resources Manager will implement HR policies, ensure compliance with Mexican labor laws, and support workplace health and safety initiatives. Daily tasks include advising managers on HR matters, resolving employee concerns, coordinating training and development programs, and maintaining accurate HR documentation and systems. The role also involves collaborating with leadership to support organizational culture, employee engagement, and retention strategies aligned with NAPS’ service-focused mission.Qualifications Strong skills in recruitment, onboarding, and talent management to support growing manufacturing and administrative teams.Experience in employee relations, conflict resolution, and performance management to foster a fair and respectful workplace.Proficiency in HR administration, documentation, and HRIS usage, including maintenance of personnel records and compliance reporting.Knowledge of Mexican labor laws, workplace regulations, and compliance practices relevant to manufacturing environments.Ability to design and coordinate training, development, and organizational culture initiatives that support employee engagement.Excellent communication and interpersonal skills, with the ability to collaborate effectively across departments and levels.Fluency in Spanish and proficiency in English, both written and spoken, to work with international clients and stakeholders.Proven ability to work on-site in a fast-paced environment, manage multiple priorities, and make sound, data-informed decisions.Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, or a related field; HR certifications are a plus.Previous HR management experience in manufacturing, shared services, or similar operational settings is highly beneficial.
