Professional certification will be sponsored for the right candidate.Education: Bachelor's degree in Computer Science, Information Technology, Information Systems, or Engineering.ABOUT THE ROLEA large multi-entity group operating in the UAE construction and engineering sector is seeking an IT Project Manager to plan, execute, and close the digital transformation and technology projects delivered across its operating entities. Reporting to the CIO, the role owns delivery end to end: business case and scope definition, budget and vendor management, solution design, testing, cutover, user adoption, and transition into steady-state support.The position is deliberately pitched at the five-year experience mark and structured as a development role. The successful candidate will be mentored directly by the CIO, given exposure to group-level steering committees and executive stakeholders, sponsored through professional certification, and supported along a defined path toward senior project management and portfolio ownership. We are looking for delivery discipline, commercial awareness, and a genuine appetite to grow.PROJECT AND TECHNOLOGY LANDSCAPEEnterprise resource planning: Oracle E-Business Suite deployment, rollout, and enhancement across multiple legal entities and ERP landscapes, covering Finance, Procurement, Supply Chain, HR, and Payroll.Regulatory and compliance programs: UAE e-invoicing implementation with an accredited service provider ahead of the mandated go-live, VAT and Corporate Tax system readiness, and data protection obligations.Business intelligence and collaboration: executive dashboarding on Microsoft Power BI, plus Microsoft 365, SharePoint document management, Teams, and Planner.Construction technology: BIM and common data environment platforms, project controls, document control, site productivity applications, and QHSE and quality management systems.Service management, infrastructure, and cybersecurity: service desk, asset and license management, ITIL 4-aligned automation, site connectivity, network and firewall estates, endpoint protection, identity, and business continuity.KEY RESPONSIBILITIESProject Planning and DeliveryDevelop project charters, scope statements, work breakdown structures, schedules, resource plans, and budgets, and secure formal sponsor approval before mobilization.Select and apply the appropriate delivery approach, whether waterfall, agile, or hybrid, manage delivery through defined stage gates, and maintain baselined schedules with active control of the critical path and cross-entity dependencies.Operate formal change control, escalating deviations early with options and a recommendation, and plan and execute cutover, go-live, hypercare, and structured handover to IT operations.Budget, Commercial, and Vendor ManagementPrepare business cases with total cost of ownership analysis, and own project budgets across capital and operating expenditure with accurate variance reporting.Support tendering and vendor selection: draft requirements and RFP or RFI documents, build weighted evaluation matrices, run clarification cycles, and prepare recommendation papers for executive approval.Manage implementation partners against contracted scope, milestones, and service levels, verify deliverables before certifying milestone payments, and coordinate with Procurement, Legal, and Finance on contracts, purchase orders, and payment schedules.Stakeholder and Change ManagementAct as the primary point of contact for business stakeholders, including entity leadership, functional heads across Finance, Procurement, HR, Commercial, Quality, and QHSE, and site-based teams.Establish clear communication cadence through steering committees, working groups, and status reporting, facilitate requirement workshops, and resolve conflicting priorities between entities to drive decisions to closure.Plan and deliver organizational change management, including impact assessment, communication plans, training material, super-user networks, and post-go-live adoption tracking, with rollouts designed for site realities rather than head office conditions alone.Requirements, Solution Design, and Quality AssuranceElicit and document business requirements, produce or review functional specifications and secure formal sign-off, facilitate fit-gap analysis, and ensure integration, data migration, security, and reporting requirements are addressed at design stage rather than discovered in test.Plan and manage system integration testing, user acceptance testing, and performance and security testing, own the defect log, enforce exit criteria before go-live, and ensure data migration and opening balances are validated and signed off by the data owners.Risk, Governance, and ReportingMaintain a live RAID log for every project with named owners, agreed mitigations, and review dates, quantify exposure in schedule and cost terms, and escalate through the defined governance path when tolerance thresholds are breached.Produce accurate and concise status reporting for the CIO and executive stakeholders, keep plans, actions, and decisions current and auditable, and track delivery metrics covering schedule and cost performance, scope change, defect trends, and adoption.Conduct post-implementation reviews and benefits realization assessments, and document lessons learned for reuse across the portfolio.Compliance, Security, and Continuous ImprovementDeliver all projects in accordance with Group IT policy, ISO 9001 quality management procedures, ISO 27001-aligned security controls, and applicable UAE regulatory obligations, and verify that vendor engagements meet standards for security, data residency, intellectual property, and business continuity before deployment.Contribute to the maturity of the project management practice through templates, estimation standards, gate criteria, and reporting formats, and mentor junior IT staff and business super-users.SKILLS AND COMPETENCIESWorking command of recognized project management standards, including the PMBOK Guide, PRINCE2, and agile frameworks such as Scrum and SAFe, with the judgment to apply them proportionately rather than ceremonially.Practical competence with project management tooling such as Microsoft Project, Microsoft Planner, Jira, or Azure DevOps, and advanced Microsoft Excel and PowerPoint for analysis and executive reporting.Sound understanding of the enterprise application lifecycle, including ERP implementation methodology, integration patterns, testing discipline, and cutover planning.Financial literacy sufficient to build and defend a business case, read a vendor quotation critically, and manage a project budget without support.Clear and concise written and verbal communication in English, including the ability to write a status report that an executive will actually read.Organizational discipline to run several concurrent projects without losing control of any of them, and the composure to hold a position with a vendor or senior stakeholder when the facts support it.Cultural adaptability and effectiveness with multinational teams and multi-entity structures. A valid UAE driving license is preferred given the travel to sites.CANDIDATE REQUIREMENTSBachelor's degree in Computer Science, Information Technology, Information Systems, or Engineering.Minimum 5 years of experience delivering IT projects, with at least 2 years as the accountable project manager.Demonstrable delivery of at least two completed projects of meaningful scale, such as an ERP module rollout, a business application implementation, or a group-wide infrastructure or security project.Experience managing external vendors and implementation partners, including the commercial and contractual interface.PMP or PRINCE2 Practitioner certification, or a credible plan to achieve it within the first year in role.Experience in construction, contracting, engineering, or manufacturing is preferred, along with UAE or GCC experience. Exposure to Oracle E-Business Suite, Microsoft 365, or construction technology platforms is highly desirable.
