Job BriefThe Trade Bank of Iraq (TBI) is seeking an experienced and detail-driven Internal Control Manager to lead the Internal Control function at its Saudi Arabia Branch, with responsibility for designing, implementing, and monitoring the Branch's internal control framework across all business and support functions.This role is critical to ensuring the effectiveness of the Branch's second-line control environment, the accuracy and integrity of its records and transactions, and its continued alignment with Saudi Central Bank (SAMA) requirements, Head Office standards, and approved internal policies and procedures. The Internal Control Manager will conduct control testing and reviews, identify control gaps and root causes, track the remediation of audit and regulatory findings, and report on the overall status of the control environment to senior management.The ideal candidate will combine strong technical knowledge of banking operations and control frameworks with sound analytical judgment, high integrity and independence, and the ability to influence and work effectively across all levels of the organization.Key Responsibilities• Develop, implement, and maintain the Branch's internal control framework, control standards, and related policies and procedures in line with SAMA requirements and Head Office standards.• Prepare and execute the annual internal control review and testing plan, covering all business and support functions of the Branch.• Perform day-to-day and periodic control checks over transactions, account opening files, payments, expenses, reconciliations, and other operational activities, and document the results.• Identify control weaknesses, exceptions, and root causes; assess their impact; and recommend practical corrective and preventive actions.• Track and follow up on the timely implementation of remediation actions arising from internal control reviews, internal and external audit findings, and regulatory examinations.• Maintain the Branch's issues and findings register, and escalate overdue or high-risk items to senior management.• Review new and amended policies, procedures, products, and processes to ensure that adequate controls and appropriate segregation of duties are embedded before implementation.• Assess the design and operating effectiveness of controls over key processes, including delegation of authority, access rights, dual control, and limits.• Support the Branch's risk and control self-assessment (RCSA) exercises in coordination with the Risk function and process owners.• Prepare periodic internal control reports, dashboards, and management information for the CEO, senior management and the relevant committees.• Coordinate with internal audit, external auditors, and regulatory examination teams, and provide the required documentation and evidence.• Promote a strong control culture across the Branch through awareness sessions, guidance to staff, and ongoing engagement with process owners.• Maintain accurate, complete, and confidential control records, working papers, and documentation in line with the Bank's record-retention requirements.Applicant RequirementsEducation:• Bachelor's degree in Accounting, Finance, Business Administration, Economics, or a related field from an accredited institution.Professional Certifications:• Professional certification such as CIA, CPA, SOCPA, CISA, CRMA, CFA, or an equivalent audit, control, or risk qualification is preferred.Experience:• Minimum of 5 years of experience in internal control, internal audit, operational risk, compliance, or banking operations.• Experience within banking or a financial institution operating in a regulated environment is essential.• Practical knowledge of internal control frameworks and methodologies, such as COSO, and of the three-lines-of-defence model.• Familiarity with SAMA regulations and instructions, and with the control and reporting expectations applicable to foreign bank branches, is an advantage.• Experience in preparing control reports and management information for senior management and committees.Skills:• Strong knowledge of banking products, operations, and end-to-end processes, and of the risks and controls associated with them.• Strong analytical and investigative skills, with the ability to identify root causes rather than symptoms.• Excellent command of Arabic and English (written and spoken).
