Job PurposeTo supervise and manage local procurement activities, ensuring that materials, products, and services are sourced and delivered on time, at the required quality and specifications, and at the best possible value. The role ensures compliance with approved procurement policies, procedures, budgets, and delegated authority, while maintaining effective supplier relationships and supporting business continuity.Key ResponsibilitiesSupervise and manage local procurement activities in accordance with approved policies and procedures.Review purchase requisitions and ensure that all required specifications, quantities, approvals, and supporting documents are complete.Identify, evaluate, and maintain a database of qualified local suppliers.Obtain and compare supplier quotations based on price, quality, delivery lead time, payment terms, and overall commercial value.Negotiate with suppliers to secure competitive prices, favorable commercial terms, and agreed delivery schedules.Prepare, issue, and follow up on purchase orders to ensure compliance with agreed specifications and terms.Monitor deliveries and coordinate with warehouses and relevant departments to ensure timely receipt of goods and services.Resolve and follow up on delayed deliveries, shortages, damaged items, or non-conforming materials and services.Develop and maintain professional relationships with suppliers while protecting the organization's commercial interests.Monitor supplier performance and conduct periodic supplier evaluations based on approved criteria.Ensure procurement activities remain within approved budgets and delegated financial authority.Review procurement documentation and ensure accuracy and completeness before submitting it to the relevant departments.Coordinate with Finance, Warehouse, Operations, and requesting departments to ensure a smooth procurement cycle.Monitor open purchase requisitions and purchase orders and ensure completed transactions are properly closed.Prepare periodic procurement reports covering purchasing volumes, cost savings, supplier performance, pending orders, and other relevant KPIs.Identify opportunities to reduce procurement costs and improve purchasing efficiency.Supervise the Internal Procurement team, allocate responsibilities, monitor performance, and provide guidance and support.Train and develop procurement staff and ensure compliance with procurement procedures and best practices.Maintain confidentiality of procurement information, supplier quotations, pricing, contracts, and other commercially sensitive data.Ensure compliance with applicable laws, regulations, internal policies, procurement controls, and governance requirements.Perform any other duties related to the position as assigned by the direct manager.AuthorityReview and approve operational procurement activities within the limits of delegated authority.Negotiate with suppliers within approved financial limits and commercial guidelines.Recommend the selection, qualification, or disqualification of suppliers based on approved evaluation criteria.Assign and monitor tasks within the Internal Procurement team.Recommend improvements to supplier performance, pricing, procurement processes, and purchasing methods.Educational QualificationsBachelor's degree in Business Administration, Supply Chain Management, Procurement, Logistics, or a related field.Professional certification in Procurement or Supply Chain Management is preferred.Professional Experience4–6 years of experience in local procurement, purchasing, or supply chain operations.Previous supervisory experience is preferred.Proven experience in supplier management, negotiation, quotation analysis, purchase orders, and delivery follow-up.Skills & CompetenciesStrong negotiation and supplier management skills.Excellent ability to analyze and compare quotations and commercial offers.Strong planning, organization, and prioritization skills.Ability to manage multiple procurement requests simultaneously.Leadership and team supervision skills.Strong communication and coordination skills.Problem-solving and decision-making abilities.Proficiency in Microsoft Office, particularly Microsoft Excel.Familiarity with ERP and procurement management systems is preferred.High attention to detail and accuracy.Strong integrity, confidentiality, and professional ethics.Ability to work under pressure and meet deadlines.Key Performance Indicators (KPIs)On-time delivery rate.Procurement cost savings achieved.Average purchase requisition processing cycle time.Compliance with procurement policies and procedures.Percentage of purchase orders completed and closed on time.Supplier performance and supplier compliance rate.Rate of non-conforming deliveries.Internal stakeholder satisfaction with procurement services.Accuracy and timeliness of procurement reports.
