International Trade and Compliance Manager

Julong is a leading company in the engineering plastic industry, with extensive experience in the modification of engineering plastics. It currently has more than 400 modified plastics, primarily for the automotive industry.We are looking for an International Trade and Compliance Manager (ITC Manager).

Requirements

Education: Bachelor's degree in International Trade, Foreign Trade, Customs, or a related field.Experience: Minimum 5 years of experience in foreign trade or customs compliance roles, including at least 2 years in a supervisory or managerial capacity, within a manufacturing or IMMEX (maquiladora) environment.Language: Bilingual English/Spanish, professional level, for coordination with international suppliers and customers.Knowledge: IMMEX program administration, tariff classification (fracción arancelaria), USMCA/T-MEC rules of origin, NEEC/AEO certification, customs valuation, VUCEM system, Anexo 24 inventory control, ERP systems and advanced Microsoft Excel.Strong regulatory and compliance orientation, analytical thinking, leadership, negotiation skills, attention to detail, and ability to work under pressure to meet regulatory deadlines.

Responsibilities

• Lead and ensure full compliance of the company's import and export operations under Mexican foreign trade regulations (IMMEX, VUCEM, USMCA/T-MEC), covering the import of raw materials (polymer resins, additives and masterbatches) and the export of finished technical plastic pellets for the automotive industry.
• Ensure the company's import and export operations comply with Mexican customs law, USMCA/T-MEC rules of origin, and other applicable foreign trade regulations.
• Maintain and update the company's IMMEX program compliance, including annual reports, inventory control (Anexo 24), and renewal requirements before the Secretaría de Economía.
• Manage the relationship with customs brokers (agentes aduanales), freight forwarders, and regulatory authorities (SAT, ANAM, Secretaría de Economía).
• Monitor changes in tariff classifications, trade agreements, and duty rates affecting raw materials and finished products, and adjust company processes accordingly.
• Oversee the import process of raw materials, ensuring timely customs clearance to support uninterrupted production, and the export process of finished goods, ensuring on-time delivery and full documentation compliance.
• Review and approve pedimentos, commercial invoices, packing lists, certificates of origin, and other trade documentation prior to submission.
• Maintain accurate temporary import/export inventory control under the IMMEX program (Anexo 24), ensuring reconciliation between physical inventory and customs records.
• Report import/export KPIs, compliance status, and cost-saving initiatives to the Operations Director.
