قدّم وتابع مع أبلاي إيدجJob PurposeProvide technical expertise and advice regarding policies and practices related to partnership projects, project structuring, and the development of a network of strategic partnerships. Conduct the necessary studies to establish and develop a highly efficient partnership framework, provide investment proposals for projects suitable for partnership, evaluate bids and select the best offers, prepare the required financial budgets for projects, and provide the necessary advice to relevant stakeholders regarding the implementation of partnership projects.The role also involves identifying the financial risks arising from partnerships to ensure that the best possible information is available for decision-making.Roles and ResponsibilitiesProvide technical advice regarding partnership project policies and practices, identify financial risks arising from partnership projects, quantify and classify these risks, and manage them.Provide technical advice on project structuring and the transfer of risks to the private sector based on prepared feasibility studies, ensuring that decisions are made with the best available information on costs, revenues, and risks.Develop a network of strategic partnerships with relevant stakeholders to promote partnership initiatives and projects, and develop policies and procedures to support the municipality's programs and objectives aimed at enhancing participation and activating community partnerships.Prepare the necessary studies to establish and develop a highly efficient partnership framework, ensuring the delivery of sustainable, financed, and privately delivered partnership projects in accordance with the department's requirements.Evaluate bids and select the best offers through negotiations with bidders and the award of partnership contracts, in addition to managing contracts during implementation. This is to ensure the soundness of financing structures and the appropriate participation of government financial institutions.Participate in defining partner selection criteria and developing a methodology for partnership projects that supports competitive bidding, accurately identifies all financial elements and anticipated risks, establishes standardized methodologies for partnership projects, competitive tenders, negotiations, and partnership contract management, and ensures their implementation.Prepare standardized partnership project contract templates through negotiations with public- and private-sector entities and assessment of associated risks.Prepare preliminary investment proposals for projects that may be suitable for partnership and contribute to preparing their financial feasibility studies to ensure the highest levels of quality.Prepare the required financial budgets for partnership projects and coordinate with the Finance Department for their approval in accordance with legal requirements and approved budgets.Evaluate the results of partnership programs and prepare follow-up reports, while maintaining continuous communication with partners to regularly update them on the progress of partnership implementation.Train project teams on partnership contract management, including document preparation and completion of the contracting process. Conduct periodic reviews of partners' needs, provide guidance aimed at strengthening relationships with them, and obtain their feedback.Prepare periodic reports on completed studies, research, and activities, including the challenges encountered during implementation and the corrective actions taken to address them.Comply with information security policies and protect data and information in accordance with the municipality's approved data confidentiality classification system. Report any violations or security breaches through the channels designated by the department and participate in information security training programs.Perform any other duties related to the nature of the work as assigned.
