About FloossAL-AN Alkhaligia for Consumer Microfinance Company (Flooss) provides consumer microfinance solutions in Saudi Arabia and operates in the regulated financial sector under the supervision of the Saudi Central Bank (SAMA).We are building a customer-focused, technology-enabled, and well-governed organization, and we are looking for leaders who will help shape its next stage of growth.Role PurposeLead the Company's technology function and deliver secure, reliable, and scalable technology solutions that support lending operations, digital customer journeys, and regulatory requirements.The IT Manager will own the IT strategy, roadmap, budget, technology delivery, and vendor ecosystem, while partnering closely with the business, Risk, Compliance, and the CISO.Key Responsibilities1. IT Strategy & GovernanceDefine and execute the IT strategy and multi-year technology roadmap in alignment with the Company's business strategy.Prepare and manage the IT budget, business cases, and technology investment priorities.Establish IT governance, policies, and standards.Implement effective change, release, incident, and problem management processes aligned with ITIL practices.Report IT performance, risks, and project status to executive management and relevant committees.2. Core Systems & Digital DeliveryOwn the lifecycle of the loan management system, customer onboarding, collections platform, digital channels (mobile and web), and internal systems.Lead integrations with external parties, including credit bureaus, national identity verification services, payment and banking channels, and other service providers.Drive agile delivery of technology projects from requirements through go-live, including Quality Assurance (QA) and User Acceptance Testing (UAT).Ensure regulatory and management reporting systems provide accurate and timely data.Develop and maintain strong data quality and Business Intelligence (BI) capabilities.3. IT Operations & InfrastructureEnsure the availability, performance, and capacity of infrastructure, networks, cloud platforms, and end-user services in line with agreed Service Level Agreements (SLAs).Lead Business Continuity and Disaster Recovery planning and testing in coordination with Risk and business functions.Oversee backup, patching, software licensing, and IT asset management.Ensure effective IT service monitoring and operational support.4. Technology Security & ComplianceImplement technology controls required by SAMA and other applicable regulators in coordination with the independent Cybersecurity function led by the CISO.Support internal audits, regulatory examinations, and timely closure of technology-related findings.Apply secure-by-design and personal data protection principles across all technology systems and projects.Work closely with the CISO to ensure effective alignment between IT operations and cybersecurity requirements.5. Vendors & People ManagementSelect, contract, and manage technology vendors and outsourcing arrangements.Ensure appropriate vendor due diligence, service levels, performance monitoring, exit plans, and compliance with SAMA outsourcing requirements.Manage the technology vendor ecosystem and ensure value for money.Lead, coach, and develop the IT team.Build succession plans and develop national technology talent.Qualifications & ExperienceEducationBachelor's degree in Computer Science, Information Technology, Engineering, or a related field.Master's degree or MBA is preferred.ExperienceMinimum 10 years of IT experience.At least 5 years in an IT management role.Experience in financial services, fintech, or consumer finance is required.Proven experience managing technology functions within a regulated environment is preferred.Professional CertificationsITIL, PMP, PRINCE2, or COBIT preferred.TOGAF and relevant cloud certifications are an advantage.Technical SkillsStrong knowledge and practical experience in:Loan management and core financial systemsAPI and integration architectureCloud platformsData and Business Intelligence (BI)IT Service Management (ITSM)Technology project and agile deliveryVendor and contract managementBusiness Continuity and Disaster RecoveryRegulatory & Compliance Knowledge:Knowledge of SAMA technology and outsourcing requirements.Understanding of personal data protection and technology control requirements.Experience supporting regulatory examinations and audits.Languages:Fluent in Arabic and English.Nationality:Saudi national
