As a Service Disabled Veteran Owned Small Business certified by the U.S. Small Business Administration, COMSETRA follows a lean model focused on high-quality services, competitive pricing, and strong customer satisfaction.Role Description The JICO Advisor/TDL SME is a full-time, on-site role based in the Kuwait City Metropolitan Area, supporting joint and coalition operations through expert management of Tactical Data Links (TDLs). In this position, the advisor provides technical guidance on JICO/JICC processes, oversees TDL planning and execution, and ensures interoperability across multiple platforms and communication systems. Daily activities include coordinating with U.S. and allied military stakeholders, analyzing network architectures, validating link configurations, and troubleshooting interoperability issues. The role also involves developing and delivering training, producing technical documentation and reports, and advising on policies and procedures related to C4ISR and COMSEC. The JICO Advisor/TDL SME collaborates closely with operational units to optimize mission effectiveness, maintain secure data exchange, and support continuous improvement of joint and coalition networks.Qualifications Must be a Certified JICODemonstrated expertise in Joint Interface Control, including planning, coordination, and management of tactical data link networks (e.g., Link 16, Link 11/22, other TDLs).Strong C4ISR background with experience integrating sensors, platforms, and command-and-control systems in joint and coalition environments.Hands-on experience with COMSEC management, keying material handling, and secure communications procedures in support of FMS or allied operations.Proficiency in network analysis tools, mission planning systems, and interoperability testing or validation processes.Solid understanding of relevant U.S. and NATO standards, doctrines, and policies related to data links, secure interoperability, and information assurance.Excellent analytical, problem-solving, and technical writing skills, including the ability to prepare clear plans, briefs, and after-action reports.Effective communication and collaboration skills, with the ability to work in multinational teams and interface with military and civilian stakeholders.Prior operational or staff experience in a joint or coalition
