Lead Consultant – Zero Bureaucracy & TDRA Standards

We are seeking an experienced Lead Consultant – Zero Bureaucracy & TDRA Standards to lead government process simplification, digital government transformation, and Zero Bureaucracy initiatives across the UAE. The ideal candidate will have extensive experience working with leading government entities, implementing the National Zero Government Bureaucracy Program, and ensuring compliance with TDRA digital government standards.Key ResponsibilitiesLead Zero Bureaucracy initiatives to simplify government processes and improve service delivery.Assess administrative burden and reduce unnecessary requirements, documentation, procedures, and processing time.Drive digital government service transformation in alignment with UAE government priorities.Ensure compliance with the National Zero Government Bureaucracy Program methodology, KPIs, and performance indicators.Implement TDRA standards, including the Online Government Services Framework, Paperless Government requirements, and digital service quality indicators.Conduct process assessments, identify improvement opportunities, and implement Lean Six Sigma methodologies.Develop performance measurement frameworks, monitor KPIs, and prepare progress reports and recommendations.Engage with government stakeholders to ensure successful implementation of process simplification and digital transformation projects.RequirementsBachelor’s or Master's degree in Public Administration, Business Administration, Industrial Engineering, or a related field. Minimum 8-15 years of professional experience, including at least 5-6 years in the UAE.Proven experience in government process simplification, digital government service transformation, and Zero Bureaucracy Program projects with leading government entities.Strong knowledge of the National Zero Government Bureaucracy Program methodology and KPIs.Practical understanding of TDRA standards, digital service quality indicators, and Paperless Government requirements.Lean Six Sigma Black Belt certification is mandatory.CBPP certification or an equivalent business process management qualification is preferred.Strong stakeholder management, analytical, process improvement, and consulting skills.
