This role leads the development and execution of learning strategies, competency frameworks, and development programs that support organizational performance, regulatory compliance, and long-term business objectives.Key Responsibilities:Develop and execute the Learning & Development strategy, capability framework, and annual training plan aligned with business objectives.Lead training needs analysis and workforce capability assessments to identify skills gaps and implement targeted development initiatives.Oversee onboarding, leadership development, mandatory training, and role-based learning programs across the organization.Ensure compliance with all regulatory, safety, security, and operational training requirements while maintaining accurate and audit-ready training records.Manage and optimize the Learning Management System (LMS), including reporting, analytics, user engagement, and data integrity.Establish and maintain learning governance, competency frameworks, training policies, procedures, and performance standards.Monitor learning effectiveness through KPIs, dashboards, and performance metrics, providing actionable insights and recommendations to senior leadership.Manage relationships with external training providers and vendors, ensuring service quality, value for money, and alignment with organizational requirements.Develop and coach internal subject matter experts (SMEs) and trainers to strengthen organizational capability and knowledge sharing.Partner with business leaders to support organizational change, workforce readiness, employee development, and performance improvement initiatives.Lead, mentor, and develop the Learning & Development team while managing budgets, forecasts, and resource planning activities.Requirements:Saudi National.Bachelor's degree in Human Resources, Education, Business Administration, Aviation Management, or a related field.7+ years of experience in Learning & Development, Talent Development, Organizational Capability, or related disciplines.Minimum 3 years of experience in a managerial or leadership role.Proven experience developing and implementing L&D strategies, competency frameworks, and workforce development programs.Strong experience in training needs analysis, learning design, program delivery, and performance development.Hands-on experience managing Learning Management Systems (LMS) and learning analytics.Excellent stakeholder management, communication, coaching, and influencing skills.Strong project management, vendor management, and budget management capabilities.Experience supporting compliance, audit, and regulatory training environments.Professional certifications such as CIPD, ATD, CPLP, or equivalent are advantageous.Experience within aviation, transportation, infrastructure, or other complex operational environments is preferred.We appreciate the interest of all applicants and wish you all the best; only candidates shortlisted for the next stage of the recruitment process will be contacted.
