In partnership with our stakeholders, we will improve the health and wellbeing of our population.The incumbent will be responsible to ensure effective processes are in place data management in PHCC using best practices. The post holder shall also ensure Information security by implementing effective security policies & protocols.Key Accountabilities & Duties:Lead the formulation and implementation of strategy, policies and procedures of the Data & Security Department to support the organizational strategy.Ensure that the department’s plans are within agreed budgets and timescales.Lead the design, implementation, and management of centralized corporate Data Warehouse system.Lead the design, implementation, and management of Master & Reference Data systems to ensure a common data definition across all systems.Develop and maintain guidance on high level solutions for information/data architecture requirements.Define and implement an enterprise data governance framework.Effectively plan, assign, distribute and prioritize work among division employees.Perform staff performance evaluations and counsels employees when required.Implement and monitor the Key Performance Indicators (KPI) for their assigned sections.Manage and monitor workflow, quality of work performed and staff productivity, while providing timely feedback to staff.Ensure maintenance of highest standards of professional conduct, ethics and integrity in the provision of services in the department.Ensure the development and maintenance of all Data & Security policies and procedures and protocols.Direct, co-ordinate and approve the development of policies and procedures, ensuring that they are consistent with business objectives and industry leading practices.Develop a pro-active staff communications culture and ensure that all employees are fully aware of relevant Data & Security policies and procedures and are kept informed of any relevant changes and updates in the policies and processes.Provide professional advice to management, as and when required. Also, ensure that Best Practice standards are consistently applied, achieved and maintained within all areas of PHCC.Ensure that the aspects of patient safety, risk management, and quality improvement are embedded in all the processes under are of responsibility.Foster a culture of safety, where staff feels encouraged to raise concerns and report incidents without fear of disciplinary procedure.To develop a culture of learning and encourage staff to learn from defects. Learning should lead to continuous process improvement.To collaborate with other leaders for Patient safety.The incumbent will undertake any such related duties or responsibilities as directed.Ensure high standards of confidentiality to safeguard any sensitive information.Minimum Job Requirements:Education Requirements: A bachelor degree in IT or equivalent.Certification, license or training Requirements: Information Governance Professional (IGP), Certified Information Professional (CIP) or CDMP highly preferredExperience & Knowledge: 10 years in Data Warehouse and information management field including 3 year in at least a supervisory role. Knowledge of Enterprise Architecture Fundamentals; exposure to Enterprise Architecture software tools desirable
