Manager of Program Operations

Position OverviewScouting America is seeking an experienced Manager of Program Operations to oversee the delivery, development, administration, and ongoing management of a core Scouting America program serving youth, volunteers, and councils at Summit Bechtel Reserve High Adventure Base in Glen Jean, West Virginia.Reporting to the General Manager/Vice President, this position is responsible for the successful execution and ongoing management of a major program area or core program. The Manager of Program Operations applies program strategies in a tactical manner and ensures program operations are thoughtfully planned and effectively executed to provide an exceptional experience for participants while achieving established program goals.The Manager of Program Operations is responsible for overseeing day-to-day program operations, staffing requirements, and the program budget while ensuring all activities are delivered safely, effectively, and in alignment with Scouting America’s mission, values, and objectives. This position provides leadership to staff and supports the continued development and improvement of program operations to meet the needs of youth, volunteers, councils, and other stakeholders.ResponsibilitiesDirects the on-site execution and delivery of a core program, initiative, or aspect of the organization’s programs, including assessing, evaluating, and enhancing the program components as required. Provides oversight for and directs the administration of HAB camp programs and staff. Ensures program compliance with Scouting America policies and local, state, and federal regulations. Has budgetary accountability for the program expenses and revenues; works to ensure the budget is achieved. Provides management and leadership in developing the tactical application of program initiative, materials, promotions, sales, membership growth, chartered organization relationships, and volunteer communications and procedures. Leads the delivery of outdoor programs to youth, volunteers, and councils.Plans, prepares, and manages the program operations to deliver programs to youth, volunteers, and councils.Responsible for program budget control, time management, and execution of staff assignments.Establishes and maintains effective working relationships internally and externally to represent the organization.Recruits, trains, manages, develops, mentors, and coaches performance and delivery of direct-reporting employees, contractors, and staff. Has responsibility for staff execution of work assignments and oversight for contractors and seasonal employees.Execution and delivery of projects and initiatives to include roll out strategies assessments and adjustments/revisions as needed.Performs other job-related duties as assigned.CompetenciesKnowledge of: Scouting America program principles, goals, and methods; child development and youth engagement strategies; project management principles and budgeting practices; safety protocols and best practices in youth programs; relevant legal and regulatory requirements for youth programs.Skill in: Planning, developing, and delivering engaging, educational, and exciting programs for youth; leadership and communication including public speaking and creative writing; budget management and financial analysis; problem-solving and conflict resolution; program assessment and improvement or enhancement.Ability to: Motivate and mentor staff and volunteers; manage multiple priorities and deadlines; build relationships with diverse stakeholders; adapt to changing program needs and priorities; ensure a positive and inclusive program environment for all participants; work independently and as part of a team; maintain physical fitness which may be necessary for certain program activities.QualificationsMinimum of eight (8) years of experience in program administration, development, or delivery in a youth-serving organization or nonprofit setting, including leading and coaching staff.Must have experience building mutually beneficial relations with agencies (e.g., NPS, DNR, NF&W, etc.) to optimize internal and external resources.Must pass a criminal history background check.Must be able to travel to and be admissible to enter Canada under its Border Crossing Requirements.LicensesScouting America Commissioned Professional required (must be able to acquire upon hire).
