Manager of Software Development

The MSRB is seeking a hands-on Manager of Software Development to lead a team of application developers and quality assurance engineers while actively contributing to software design and development. This role provides technical leadership across custom applications, off-the-shelf solutions, and cloud services, with a strong focus on AWS cloud-native development, software quality, CI/CD, and architecture standards. The manager will lead the team, support employee growth, maintain and improve existing applications, and ensure development practices align with MSRB policies, enterprise architecture standards, technology delivery processes, and Regulation SCI requirements.Key ResponsibilitiesLead, mentor, and develop application development and QA staff, including recruiting, onboarding, training, performance management, and workload planning.Provide hands-on technical leadership for the design, development, maintenance, and enhancement of MSRB applications and integrations.Develop and support AWS serverless applications using Python, Next.js, App Runner, AppSync, API Gateway, CodePipeline, and other AWS services.Maintain and improve CI/CD processes with a focus on automated application deployments and consistent development practices.Establish and maintain software development standards, policies, procedures, and quality practices.Partner with Enterprise Architecture to apply approved architecture principles and patterns across new and existing systems.Monitor development KPIs related to software quality, complexity, performance, and delivery, and use results to identify improvements.Evaluate development practices, technologies, and team capabilities and recommend improvements, training, and future technology needs.Support application upgrades, licensing compliance, technical troubleshooting, and non-business-hours support when needed.Work with consultants and internal and external subject matter experts to evaluate and implement technology solutions.Support compliance with Regulation SCI and other applicable technology requirements.Qualifications10+ years of experience across the software and application development lifecycle.4+ years of experience working with Agile software development methodologies.Hands-on development experience with AWS serverless applications and services, including Python and several of the following: Next.js, App Runner, AppSync, API Gateway, and CodePipeline.Experience leading or managing software development teams is preferred.Strong understanding of software development practices, application architecture, CI/CD, and software quality.Strong communication and interpersonal skills, with the ability to work effectively with technical teams and business users.Ability to manage competing priorities, organize work, make decisions, and lead projects with limited supervision.Experience supporting production applications outside normal business hours.AWS certification is preferred.Preferred Technical ExperienceExperience with .NET Framework, .NET Core, C#, ASP.NET, MVC, Oracle, SQL Server, JavaScript frameworks, Windows-based applications, AWS cloud services, and CI/CD pipelines is preferred. Experience in financial services or the municipal securities industry is also preferred.Listed above is targeted salary range for a new hire into this role.
