Manager Propulsion

JOB PURPOSEManage and provide technical oversight of the continuing airworthiness of aircraft propulsion systems, including engines, APUs and associated propulsion components, ensuring that all applicable regulatory, manufacturer and organizational requirements are complied with Responsible for ensuring that propulsion related maintenance is properly planned, controlled, monitored and recorded throughout the aircraft and engine operating lifecycle.KEY ACCOUNTABILITIES & RESPONSIBILITIES

• Manage the continuing-airworthiness requirements for aircraft engines, APUs and propulsion-related components.
• Ensure compliance with applicable aviation regulations, CAMO procedures, approved maintenance programmes and approved data.
• Monitor and ensure compliance with Airworthiness Directives (ADs), Service Bulletins (SBs), Alert Service Bulletins, Airworthiness Limitations and other mandatory requirements.
• Ensure propulsion maintenance requirements are correctly incorporated into the applicable Aircraft Maintenance Programme (AMP).
• Monitor engine and APU hours, cycles, calendar limits and other utilization parameters.
• Ensure appropriate control of Life Limited Parts (LLPs), hard-time components and other time-controlled components.
• Maintain oversight of engine and APU configuration and ensure accurate technical records.
• Develop and maintain long-term propulsion maintenance plans and forecasts.
• Plan and coordinate engine shop visits, overhauls, inspections and major maintenance events.
• Monitor engine removal and installation requirements and coordinate with relevant departments.
• Review engine maintenance requirements based on utilization, condition, reliability and manufacturer recommendations.
• Ensure adequate lead time for engine maintenance, material requirements, tooling and MRO capacity.
• Monitor engine and APU reliability and performance.
• Review Engine Health Monitoring (EHM), Engine Trend Monitoring (ETM) and other available propulsion performance data.
• Analyse engine removals, defects, performance deterioration and repetitive technical problems.
• Identify adverse trends and initiate appropriate corrective or preventive actions.
• Participate in reliability meetings and provide technical recommendations concerning propulsion systems.
• Monitor engine unscheduled removal rates, premature removals and technical dispatch reliability.
• Provide technical advice to CAMO, Maintenance, MCC/OCC, Flight Operations and other relevant departments.
• Review propulsion-related defects and provide continuing-airworthiness recommendations within approved authority.
• Coordinate with engine manufacturers/OEMs, component manufacturers, MROs and other approved maintenance organisations.
• Review technical data, repair recommendations and engineering instructions related to propulsion systems.
• Support the evaluation of modifications, repairs and technical deviations in accordance with approved procedures.
• Participate in investigations of significant engine-related technical events and occurrences.
• Ensure accurate and up-to-date records of Engine / APU configuration, components / LLPs, AD / SB compliance, mods / repairs and relevant maintenance records.
• Ensure propulsion records meet applicable regulatory and CAMO record-retention requirements.
• Review records received from MROs and ensure discrepancies are identified and resolved.
• Coordinate propulsion maintenance requirements with approved MRO organisations.
• Provide work scope and technical requirements for engine shop visits.
• Review and monitor MRO work progress and technical issues.
• Ensure completed maintenance is supported by appropriate approved maintenance data and authorised release documentation.
• Review shop-visit reports and identify outstanding or follow-up requirements.
• Support commercial/technical evaluation of engine maintenance proposals where required.
• Where applicable, provide technical support during aircraft transition, aircraft sale / purchase and aircraft lease.
• Ensure propulsion continuing-airworthiness activities comply with the Oman CAA, CAMO approval requirements and relevant regulatory framework.
• Support regulatory authority audits and inspections.
• Support internal Quality Assurance and Compliance Monitoring activities.
• Ensure timely corrective action and closure of propulsion-related findings.
• Participate in the organisation's Safety Management System (SMS) activities.
• Identify and assess risks associated with propulsion continuing airworthiness.
• Report and investigate significant propulsion-related occurrences in accordance with applicable procedures.
• Lead and supervise propulsion CAMO engineers/specialists.
• Allocate work and ensure timely completion of propulsion-related tasks.
• Monitor staff competency and technical performance.
• Identify training and development requirements.
• Promote a strong safety, compliance and technical excellence culture within the team.
• Provide support for the yearly budget preparation for the department.
• Propose revisions to company documentation such as CAME, EPMs and related manuals whenever necessary.
• Perform any other related tasks as assigned by the Management.
• Be available / ready to support operation if required after working hours and during the weekends.MINIMUM QUALIFICATIONS & EXPERIENCE
• Bachelor's degree in Aeronautical/Aerospace, Mechanical Engineering or equivalent with 8 years of relevant experience.OR
• Diploma holder in Aeronautical/Aerospace, Mechanical Engineering, or equivalent or ICAO Type II licence with 10 years of relevant experience.PROFESSIONAL KNOWLEDGE, CERTIFICATION OR MEMBERSHIPs
• Formal training in aircraft engine/propulsion systems.
• Engine Health/Trend Monitoring.
• Training in continuing airworthiness/CAMO and procedures.
• Training in the relevant regulations.
