Manufacturing Purchasing Officer

1. Manufacturing / Industrial Purchasing Experience — Essential5+ years of relevant purchasing/procurement experience.Strong preference for candidates from manufacturing, mechanical, pumps, UL FM package fire pump system, oil & gas, or industrial equipment.Experience purchasing mechanical, electrical, fabricated and engineered components.Understanding of BOMs, technical specifications, drawings, materials and production requirements.2. International Sourcing & Supplier Management — EssentialExperience sourcing suppliers from Europe, USA, India, China and GCC.Supplier qualification, evaluation and development.Ability to identify alternative suppliers and second sources.Strong negotiation skills for price, payment terms, MOQ, lead time and warranty.Ability to manage supplier performance and resolve quality/delivery issues.3. Saudi Arabia Import & Customs Knowledge — EssentialThe candidate should have practical knowledge of importing materials into KSA, including:HS Code / customs classification and understanding its impact on duty and import requirements.Ability to identify products requiring special certificates, approvals or registrations before shipment.Understanding that import requirements can vary according to the product/HS code and applicable Saudi technical regulations.4. Procurement & Cost ControlRFQ preparation and quotation analysis.Technical/commercial comparison of suppliers.Cost negotiation and cost-saving initiatives.6. Technical UnderstandingThe person doesn't need to be an engineer, but should be capable of understanding:Mechanical components and materials.Electrical components.Pumps and pump accessories.Fire pump systems/components, preferably.Steel/fabrication-related materials.Motors, valves, fittings, seals, bearings, instrumentation, etc.Technical datasheets and specifications.International standards/certifications relevant to industrial products.7. ERP & Data SkillsStrong ERP purchasing experience. (Preferred Oracle)Good Excel skills, including quotation comparison and purchasing analysis.PO, GRN, inventory and supplier data management.Ability to analyze price, consumption, lead time and supplier performance.
