MEAL Specialist

Danish Cultural Institute is looking for a highly qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to join the Ukrainian-Danish Youth House programme team in Kyiv and lead the MEAL efforts for the programme in 2027.About the JobAs MEAL Specialist, you will play a leading role in developing, implementing, and managing the MEAL workplan, and contribute to the programme's accountability commitments, learning needs, and priorities. You will mainstream MEAL throughout the project cycle and reinforce quality programme management, while providing technical support and oversight to programme staff to implement the MEAL plan effectively.You will also contribute to embedding localisation commitments within MEAL systems by strengthening national partner capacities, promoting equitable and proportionate monitoring and reporting approaches, and ensuring accountability mechanisms are inclusive, accessible and responsive to affected communities and local actors.

Responsibilities

Developing a detailed MEAL framework and plan for the programme;Developing project monitoring tools, processes and activities across all project phases, including Indicator Performance Trackers (IPT) and MEAL plans;Following up continuously with relevant stakeholders, including Programme and House colleagues in Kyiv and Mykolaiv, on all MEAL-related tasks, processes and deliverables at grant/project level, including measurement of indicators and regular monitoring exercises from data collection through analysis and reporting;Participating actively in project-related coordination meetings, including kick-off meetings, review meetings and close-out meetings;Developing monitoring, tracking and reporting systems, tools and templates that support regular monitoring of programme outputs, generate quality evidence on programme outcomes, and promote use of data for decision-making;Disseminating relevant monitoring and evaluation findings, internally to programme and technical colleagues including senior management, and externally to donor representatives and targeted communities;Designing and implementing evaluations, baseline and endline studies at project, programme and country level, including leading collaboration with external stakeholders on this matter;Producing lessons learned briefs relevant to the programme, including lessons learned on working with art and culture in times of war;Providing technical guidance and capacity building to Programme and House staff, and to programme partners.About You:We expect at least 3 years of relevant work experience in monitoring, evaluation, accountability and learning of humanitarian and development programmes.Required:Relevant completed Bachelor’s or Master’s degree; education in information management or evaluations will be an advantage;Experience working with international or national NGOs, or UN agencies, in humanitarian settings;Experience working with or strengthening MEAL systems of national partners or local civil society organisations;Strong knowledge of Theories of Change and Logical Frameworks, including impact, outcome and indicator design;Advanced understanding of MEAL principles and processes, including data collection, management, analysis and reporting;Demonstrated experience designing and implementing MEAL plans and data collection tools in collaboration with programme teams;Demonstrated experience producing analytical information products from primary and secondary data sources;Understanding of mixed-methods approaches, research methodologies, and the nature and use of evidence;Excellent verbal and written communication skills, and the ability to collaborate with a diverse range of colleagues and stakeholders;Advanced skills in Excel, MS Word, PowerPoint and Office365;Full professional proficiency in both Ukrainian and English, including translation and report writing skills.Personal qualifications required:Good coordination skills;Ability to manage complex administrative processes in a dynamic environment of the state institutions;Strong ethical standards and accountability;Ability to manage multiple processes, deadlines, and priorities simultaneously;Keep systems structured, clear, and efficient;A strong drive for positive changes and inclusive society.Desirable:Experience with visualisation tools such as Power BI or Tableau;Advanced skills in the design, implementation and quality assurance of data collection, such as Kobo Toolbox, ODK and others;Experience carrying out capacity development initiatives, including trainings;Experience facilitating joint learning workshops or capacity strengthening initiatives with partners;Experience working with and measuring the impact of art and culture in development projects.What we offer:National contract, starting from EUR 1,936 gross per month, depending on experience and qualifications;Health insurance with access to mental health support;Dynamic workspace with direct access to multiple cultural events in central Kyiv;A team dedicated colleagues in an international environment;Work computer and phone;24 days of paid vacation per year.How to apply:Send your letter of motivation (max. one page) and CV, both in English, as separate files in an email to hiring@theyouthhouse.org.
