The ideal candidate will ensure that all mechanical materials—ranging from specialized HVAC systems, firefighting, plumbing, and drainage systems to vertical transportation (elevators/escalators) and specialized high-rise pumping equipment—are procured on time, within budget, and in strict compliance with project specifications, local authorities' regulations, and quality standards.Key Responsibilities1. Material Sourcing & Technical EvaluationReview Technical Packages: Analyze project specifications, drawings, Bill of Quantities (BOQ), and material take-offs (MTO) provided by the engineering and estimation teams to fully understand high-rise project requirements.Technical Compliance: Evaluate supplier quotations against project specifications to ensure full compliance. Coordinate closely with technical and site teams to address deviations.Material Submittals: Prepare comprehensive Material Submittal packages for consultant and client approval, ensuring all technical datasheets, compliance statements, and test certificates are accurate and included.2. Vendor Management & NegotiationSourcing Strategy: Identify, evaluate, and pre-qualify international and local manufacturers/vendors capable of supplying high-performance components required for tower construction (e.g., high-pressure valves, central chilling systems, booster pumps).Commercial Negotiations: Negotiate competitive pricing, payment terms, delivery schedules, and warranty conditions with suppliers to maximize value and minimize cost overruns.Sub-Contractor Procurement: Float inquiries, evaluate, and finalize sub-contract agreements for specialized mechanical works (e.g., specialized central air conditioning, smoke management systems, facade-cleaning systems).3. Procurement Planning & Supply Chain ManagementProcurement Logs: Create, update, and monitor the Mechanical Procurement Trackers and Material Status Logs to track items from initial RFQ (Request for Quotation) through to site delivery.Lead-Time Management: Align procurement schedules with construction and MEP site timelines to prevent delays, prioritizing long-lead items unique to high-rise projects (e.g., cooling towers, water-cooled chillers, and specialized fire pump sets).Logistics Coordination: Coordinate with logistics and stores teams regarding the shipment, customs clearance, delivery, and proper storage of heavy mechanical equipment on site.4. Quality Control & Post-Order ManagementPurchase Orders (POs): Issue clear, legally binding Purchase Orders and Sub-Contract agreements detailing all technical and commercial criteria.Inspection & Claims: Coordinate with the QC (Quality Control) team for factory inspections or material receipt inspections on site. Manage discrepancies, damages, or warranty claims with vendors promptly.Candidate Profile & RequirementsEducation & CertificationsDegree: Bachelor’s Degree in Mechanical Engineering from a recognized university.Professional Associations: Membership in regional engineering associations (e.g., Society of Engineers) is highly preferred.ExperienceYears of Experience: Minimum of 5 to 8 years of dedicated experience in MEP/Mechanical procurement within the construction sector.Project Specifics: Proven track record working on high-rise buildings, towers, or complex commercial infrastructure projects with a Grade-A or tier-1 general contracting company.Technical Skills & CompetenciesHigh-Rise Systems Expertise: Deep technical knowledge of high-rise mechanical systems, including central HVAC systems (chillers, AHUs, FCUs), high-pressure plumbing/drainage networks, active and passive fire-fighting systems, and smoke extract networks.Market Knowledge: Established relationship network with prominent local and international mechanical equipment suppliers and manufacturers.Local Regulations: Familiarity with regional local authority guidelines, civil defense standards, and green building regulations (e.g., Estidama, LEED, or equivalent sustainable ratings).Software Proficiency: Strong skills in ERP systems (such as SAP, Oracle, or Candy/CCS), MS Office (especially advanced Excel), and general capability to interpret AutoCAD/BIM drawings.Soft SkillsNegotiation & Communication: Excellent commercial negotiation skills with the ability to maintain strong business relationships. Professional verbal and written English communication is essential.Problem Solving: Ability to work under high pressure, meeting tight deadlines common to rapid high-rise build schedules.
