Location: Onsite in OmanExperience level: 10+ yearsRole Overview:Our client, a Global Cards & Payments firm, is engaged with a leading bank in Oman and is seeking to onboard a Migration Delivery Manager who will be responsible for leading a project management office to oversee the execution of a comprehensive conversion program.This role will act as the primary coordination point between bank and the client, ensuring seamless communication and coordination.

The client will be migrating their card portfolio from one card scheme to another.The role also requires strong hands-on experience across the digital acquisition, portfolio health and value creation agenda across consumer products ,analytics, marketing, operations, risk and compliance to run always‑on portfolio programs and to install robust guardrails for sustainable growth. The ideal candidate should be able to diagnose performance (activation, digital adoption, spend, ENR, attrition), and deliver controlled change with measurable uplift.

Key Responsibilities

Lead the Project Management Office (PMO) to govern and drive the successful execution of the card scheme migration program.Develop, maintain, and secure stakeholder alignment on the end-to-end Migration Masterplan, ensuring all workstreams, milestones, dependencies, and critical paths are effectively managed.Serve as the primary liaison between the scheme and the Client, providing clear governance, coordination, and executive-level communication throughout the program lifecycle.Manage performance management to take the dashboard data and visualize the conversion health in terms of delivery, activation and spend drives.Lead card production and digital issuance activities, from card design and personalization through production, fulfillment, digital provisioning, and processor integration, ensuring compliance with schemes's standards.Manage the customer conversion strategy and journey, ensuring a seamless migration experience and minimal customer impact.Coordinate cross-functional teams across Technology, Product, Operations, Marketing, Procurement, and external partners to deliver program objectives in line with agreed timelines.Drive day-to-day execution of the migration program, ensuring proactive management of deliverables, dependencies, and implementation activities.Manage program Risks, Issues, Dependencies, and Decisions, ensuring appropriate escalation, mitigation, and resolution mechanisms are in place.Monitor migration progress and conversion performance, providing regular reporting and actionable insights to key stakeholders.Lead portfolio optimization initiatives to achieve targeted portfolio performance and customer behavior outcomes following migration.Provide executive-level reporting, stakeholder updates, and governance management through Steering Committees and program leadership forums. Support bank in optimizing the scheme billings and cost saving opportunitiesKnowledge and ExperienceEngineering/MBA (e.g., Delivery manager, project management, Product, technology, finance) & PMP (or similar) project management certification preferred.10 years + of experience in program management and cards/payments portfolio management, with a focus on end-to-end project management of complex projects within the banking / payment's domainStrong project management skills with a focus on large-scale conversion programs.Track record aligning cards Product, Risk, Ops, Marketing, and vendors to deliver on time and on budget, with weekly performance rhythms.Experience working on banking / payment product and proposition launches and solution deployments in multiple markets.Strong knowledge of cards payments and project management technology delivery methodologiesExcellent understanding of cards portfolio optimization and customer conversion processes.Excellent leadership, communication, and interpersonal skills, with the ability to build and maintain relationships with stakeholders.Strong problem-solving and analytical skills, with the ability to identify and manage project risksExperience managing schedules, and resources, with a focus on delivering projects on time to the required quality standards.
