Data Analysis, Performance Monitoring, Evaluation, Learning & Accountability ExpertKinshasa, DRC | 12 Month ContractWe are seeking an experienced Data Analysis, Performance Monitoring, Evaluation, Learning & Accountability Expert to support implementation of the DRC National Energy Compact under Mission 300, with support from the Global Energy Alliance for People and Planet.Mission 300 is a joint initiative led by the African Development Bank and World Bank Group to expand electricity access across Africa. In the DRC, the National Energy Compact provides the framework for expanding energy access, strengthening energy security and supporting socio-economic development.This is a senior advisory role focused on operationalising the Compact’s performance monitoring, evaluation, learning and accountability system. The successful candidate will work across government, development partners and implementing entities to strengthen data quality, track progress, identify implementation gaps and support evidence-based decision-making.Key ResponsibilitiesOperationalise the Compact Results Framework, including indicators, baselines, targets, milestones, data sources and verification approachesEstablish data collection protocols, reporting tools, templates and submission processesCoordinate the collection, consolidation, quality review and analysis of implementation dataTrack projects and reforms, identify delays and underperformance, and support corrective actionDevelop performance dashboards, risk and action trackers, early-warning notes and decision briefsCoordinate digital dashboard and data-platform development, ensuring data quality, reliability and consistencyFacilitate learning reviews and adaptive management processes to support course correctionSupport sub-national data coordination, transparency and stakeholder accountabilityEnsure relevant gender and social inclusion indicators are appropriately tracked and reportedStrengthen MEL capability across the CDMU and government counterparts through on-the-job support and capacity buildingQualifications & ExperienceAdvanced university degree in Statistics, Economics, Public Policy, Social Sciences, Energy, Engineering or a related fieldMinimum 10 years’ progressively responsible experience in monitoring, evaluation, performance management and learning within large-scale development programmes, public sector reforms or infrastructure initiativesAt least 5 years’ direct experience designing and operationalising integrated MEL or performance management systems in energy, infrastructure, public investment or basic servicesProven experience supporting government-led, multi-stakeholder programmes involving public institutions, development partners, private sector actors and financing institutionsStrong expertise in results frameworks, theories of change, KPI frameworks, performance dashboards and implementation monitoring systemsStrong quantitative and qualitative analytical skills, including data collection, survey design, sampling, performance analytics and digital data managementStrong communication, facilitation and stakeholder coordination skillsGood working knowledge of Excel, Power BI, Kobo/ODK or equivalent platformsPrevious experience in the DRC or Central Africa across energy, infrastructure, governance or public sector reform is highly desirableFluency in French is requiredWorking knowledge of English is desirable
